The current market<strong>in</strong>g duopoly operat<strong>in</strong>g <strong>in</strong><br />
Vanuatu was established to limit <strong>the</strong> volumes of<br />
<strong>sandalwood</strong> harvested from <strong>the</strong> small wild resource,<br />
while ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g competition to ensure that resource<br />
owners ga<strong>in</strong> a fair price. While this <strong><strong>in</strong>dustry</strong> structure<br />
is highly appropriate <strong>for</strong> <strong>the</strong> current wild-harvest<br />
<strong><strong>in</strong>dustry</strong>, it does not encourage larger <strong>in</strong>vestments<br />
<strong>for</strong> establish<strong>in</strong>g planted <strong>sandalwood</strong> resources.<br />
The transition from <strong>the</strong> current system to an open<br />
market <strong>for</strong> planted <strong>sandalwood</strong>, however, needs to be<br />
managed carefully, s<strong>in</strong>ce it is difficult to dist<strong>in</strong>guish<br />
wild from cultivated trees. The current registration<br />
system <strong>for</strong> planted <strong>sandalwood</strong> adm<strong>in</strong>istered by <strong>the</strong><br />
VDoF may provide <strong>the</strong> means to allow two dist<strong>in</strong>ct<br />
systems of market<strong>in</strong>g to operate simultaneously. For<br />
example, <strong>in</strong>dividuals or organisations that accredit<br />
<strong>the</strong>ir plantations at or near establishment may be<br />
permitted to market <strong>the</strong>ir product on <strong>the</strong> <strong>in</strong>ternational<br />
marketplace, while those without accreditation may<br />
need to market through <strong>the</strong> regulations set out <strong>for</strong><br />
wild-harvested <strong>sandalwood</strong>.<br />
Grow<strong>in</strong>g o<strong>the</strong>r <strong>sandalwood</strong> species<br />
The <strong>sandalwood</strong> <strong><strong>in</strong>dustry</strong> <strong>in</strong> Vanuatu is currently<br />
based on harvest<strong>in</strong>g <strong>the</strong> only native species, S. austrocaledonicum.<br />
Although seed of S. album has been<br />
planted on Efate with a view to improv<strong>in</strong>g Vanuatu’s<br />
place <strong>in</strong> <strong>the</strong> <strong>in</strong>ternational marketplace, fur<strong>the</strong>r expansion<br />
of plant<strong>in</strong>gs of <strong>in</strong>troduced <strong>sandalwood</strong> species<br />
is contentious, particularly with respect to (a) <strong>the</strong><br />
potential impact on <strong>the</strong> market<strong>in</strong>g of a Vanuatu<br />
‘branded’ product and (b) <strong>the</strong> high likelihood of o<strong>the</strong>r<br />
species hybridis<strong>in</strong>g with S. austrocaledonicum. The<br />
decision to allow <strong>the</strong> <strong>in</strong>troduction of S. album <strong>in</strong>to<br />
Vanuatu was undertaken without genu<strong>in</strong>e <strong><strong>in</strong>dustry</strong><br />
and public consultation. Given <strong>the</strong> implications of<br />
this decision <strong>for</strong> both market<strong>in</strong>g and <strong>the</strong> biology of<br />
S. austrocaledonicum, it is recommended that this<br />
issue is given greater attention by <strong>the</strong> Government<br />
of Vanuatu and that a <strong>for</strong>mal review is established to<br />
determ<strong>in</strong>e and document <strong>the</strong> policy position on <strong>the</strong><br />
<strong>in</strong>troduction of exotic <strong>sandalwood</strong>.<br />
