II. INTRODUCTION
The purpose of the 2030 Plan is to look to the future to determine the water and
wastewater requirements for Horry County and surrounding communities over the next
20 years in order to effectively and efficiently meet the service needs of our residents,
businesses, and visitors. The plan is based in part on the growth projections of the
Waccamaw Regional Council of Governments and the Horry County Comprehensive
Plan prepared in 2008.
The previous county comprehensive plan called for “a safe and adequate public supply of
drinking water and water flow sufficient for fire protection purposes throughout the
county” and “treatment and disposal of wastewater...in a manner which protects the
public health, enhances the efficiency of treatment provision and, preserves the county’s
natural environment.” This 2030 Plan effectively outlines the actions necessary for
accomplishing these goals in a very cost effective manner.
The plan is divided into several parts:
• History of GSWSA and the development of water and wastewater systems
within the county.
• A current snapshot of GSWSA and the area it serves.
• The strategic basis for GSWSA’s plans for the future.
• Plans for providing water and wastewater service to meet the long-term needs
of Horry County and surrounding communities. These include projections for
the required facilities and their associated costs, organizational and human
resource requirements, and capital and operating financial plans for affordably
delivering services.
