Horry County Government enlarged GSWSA’s service area to include all areas between<br />

the Atlantic Ocean <strong>and</strong> the Waccamaw River excluding areas served by municipal<br />

systems. In subsequent years GSWSA continued to grow <strong>and</strong> develop as a responsible,<br />

responsive, <strong>and</strong> progressive water <strong>and</strong> wastewater utility, while HWSA struggled with no<br />

assets, customers, or staff. In order to encourage growth <strong>and</strong> economic development in<br />

the western part of the county, in 1986 Horry County Government consolidated GSWSA<br />

<strong>and</strong> HWSA into a single special purpose district designated as <strong>Gr<strong>and</strong></strong> <strong>Str<strong>and</strong></strong> <strong>Water</strong> <strong>and</strong><br />

<strong>Sewer</strong> <strong>Authority</strong>. The service area of GSWSA was exp<strong>and</strong>ed to include all the 1,000<br />

square mile plus geographic area of Horry County, excluding any area within an<br />

incorporated municipality owning <strong>and</strong> operating a waterworks <strong>and</strong>/or wastewater system<br />

<strong>and</strong> further excluding all areas within the service area of Little River <strong>Water</strong> <strong>and</strong> <strong>Sewer</strong>age<br />

Company, Inc., as well as excluding the area served by Bucksport <strong>Water</strong> Company, Inc.<br />

for water service only.<br />
