c. Equipment<br />

GSWSA maintains its own construction <strong>and</strong> repair forces that regularly construct <strong>and</strong><br />

maintain the entire water <strong>and</strong> wastewater system. Using in-house construction forces<br />

allows GSWSA to extend new services at a lower cost <strong>and</strong> to respond more quickly to<br />

make repairs on damaged facilities. To support these activities, GSWSA maintains a full<br />

line of heavy equipment including backhoes, trackhoes, tractors, dozers, plows, boring<br />

machine, <strong>and</strong> trailers.<br />

d. Laboratories<br />

<strong>Water</strong> labs are located at the Bull Creek <strong>Water</strong> <strong>Plan</strong>t <strong>and</strong> the Myrtle Beach <strong>Water</strong> <strong>Plan</strong>t.<br />

Wastewater labs are located at the Schwartz Wastewater Treatment <strong>Plan</strong>t <strong>and</strong> the Myrtle<br />

Beach Wastewater <strong>Plan</strong>t. Minor labs are also located at the Conway, Marion <strong>and</strong> Vereen<br />

Wastewater Treatment <strong>Plan</strong>ts. These labs are fully equipped to provide all routine<br />

analysis required for the continued operation of our water <strong>and</strong> wastewater systems.<br />

VI. PHILOSOPHY, VALUES AND STRATEGIES FOR CONTINUED SUCCESS<br />

Success in the past is no guarantee for success in the future. The unthinkable can happen.<br />

Organizations can make themselves irrelevant <strong>and</strong> from there out of business.<br />

What do the following companies have in common?<br />

Anaconda, American Br<strong>and</strong>s, F. W. Woolworth, International Harvester, International<br />

Nickel, John-Mansfield, Swift, United Carbide.<br />

All were members of the Dow Jones Industrial Averages when GSWSA was created in<br />

1971. However, none of these businesses are currently operating as independent<br />

corporations. In fact, of the 30 members of the 1971 Dow Jones Industrial averages only<br />

four are still on the list: DuPont, Exxon, General Electric, <strong>and</strong> Proctor <strong>and</strong> Gamble.<br />

Times change, <strong>and</strong> only those organizations that adapt survive.<br />

For GSWSA to continue to be successful, it must continue to anticipate changes in both<br />

its service community <strong>and</strong> in its industry. GSWSA is in a very personal service business,<br />

delivering water into homes <strong>and</strong> businesses <strong>and</strong> receiving <strong>and</strong> removing the resulting<br />

wastewater by-product streams. These products <strong>and</strong> services directly affect the health<br />

<strong>and</strong> safety of customers as well as the environment in which customers live. Few<br />

industries deal with customers on a more personal basis.<br />

Since water <strong>and</strong> wastewater services are directly related to health, safety, <strong>and</strong> the<br />

preservation of our environment, the industry is also one of the most heavily regulated.<br />

The trend is for regulations to get more <strong>and</strong> more stringent with each permitting cycle.<br />
