Adapting to the changes in both the expectations of customers <strong>and</strong> the ongoing tightening<br />
of regulations is the biggest challenge facing GSWSA.<br />
To face this challenge, GSWSA must be focused with a clear sense of purpose. The<br />
following statements provide GSWSA’s purpose, focus, <strong>and</strong> strategy for meeting the<br />
challenges in the years ahead.<br />
A. Mission<br />
To provide water <strong>and</strong> wastewater services that protects public health <strong>and</strong> the<br />
environment, promotes economic development <strong>and</strong> enhances each customer’s quality of<br />
life.<br />
B. Vision<br />
To exp<strong>and</strong> our mission for water <strong>and</strong> wastewater services within our region, to be the<br />
preferred provider <strong>and</strong> regional leader in quality <strong>and</strong> cost of services.<br />
C. Values<br />
• Providing customers high quality products <strong>and</strong> services at reasonable <strong>and</strong><br />
affordable rates.<br />
• Providing products <strong>and</strong> services that protect the public health <strong>and</strong> environment<br />
<strong>and</strong> exceed state, federal <strong>and</strong> public health requirements.<br />
• Continuously searching for ways to improve products <strong>and</strong> services by being<br />
flexible <strong>and</strong> open to change.<br />
• Using technology to improve products <strong>and</strong> services as well as lowering costs.<br />
• Actively seeking stakeholder underst<strong>and</strong>ing <strong>and</strong> support.<br />
• Educating employees <strong>and</strong> customers on products, services <strong>and</strong> policies to increase<br />
quality of customer service.<br />

VII. Effective Utility Management (EUM)<br />
Raftelis Financial Consultants was engaged to assist <strong>and</strong> facilitate <strong>Gr<strong>and</strong></strong> <strong>Str<strong>and</strong></strong> <strong>Water</strong><br />
<strong>and</strong> <strong>Sewer</strong> <strong>Authority</strong> in an Effective Utility Management (EUM) assessment. EUM is a<br />
comprehensive approach to help utilities respond proactively to both current <strong>and</strong> future<br />
challenges. Developed by a consortium of six water <strong>and</strong> wastewater industry<br />
associations <strong>and</strong> the United States Environmental Protection Agency, EUM practices<br />
have been developed to support utilities as they seek to position themselves as successful<br />
21 st century service providers. The assessment compared GSWSA’s operating practices<br />
with the EUM’s Ten Attributes of Effectively Managed Utilities <strong>and</strong> the Five Keys to<br />
Management Success, which are the following:<br />
