throughout the country. For the purposes of this analysis, the average rate adjustments<br />
for water utilities throughout the country is anticipated to be consistent with the<br />
annualized increases of 3.85% observed for the national survey group from 1998 to 2008,<br />
the recent 10 year period used for our historical comparison. Finally, the unfavorable<br />
benchmark range is defined as any program of rate adjustments <strong>and</strong> customer impacts<br />
that is above the average rate adjustments anticipated for water utilities throughout the<br />
country.<br />
Figure 1 presents the benchmark categories <strong>and</strong> ranges for water rate adjustments <strong>and</strong><br />
customer impacts anticipated for the typical residential customer of GSWSA.<br />

For wastewater, the benchmark categories <strong>and</strong> ranges were developed based on the same<br />
methodology <strong>and</strong> assumptions as the water benchmarks, beginning with the typical<br />
monthly residential bill of $23.40 in FY 2010 serving as the basis the our forecast. The<br />
exceptional benchmark range of 2.52% is defined as a program of rate adjustments <strong>and</strong><br />
customer impacts during the period from FY 2010 through FY 2020 that is equal to or<br />
below the forecasted rate of inflation. The favorable benchmark range is defined as a<br />
program of rate adjustments <strong>and</strong> customer impacts that is above the forecasted rate of<br />
inflation yet below or equal to the average rate adjustments anticipated for wastewater<br />
utilities throughout the country of 5.98%. And finally, the unfavorable benchmark range<br />
