Appendix C. Key Issues and<br />

Options: Water Quality<br />

Chapter 2 identified several issues concerning WRIA 16’s water quality.<br />

This appendix presents each issue together with options, or possible<br />

strategies, that could be pursued. P lease note that although the options<br />

that follow were assembled by the <strong>Plan</strong>ning Unit for consideration, the<br />

inclusion of an option in this chapter does not necessarily indicate its<br />

endorsement or recommendation by the <strong>Plan</strong>ning Unit. Rather, the<br />

<strong>Plan</strong>ning Unit strove to include and consider a wide variety of options. As<br />

a result, any credible option suggested in <strong>Plan</strong>ning Unit meetings was<br />

included in this plan for consideration and evaluation.<br />

Issue: Too Few Data<br />

Too few water-quality data exist in WRIA 16 to fully support some water<br />

resources decisions. For example, more data are needed to understand the<br />

sources and extent of fecal coliform pollution and to more clearly<br />

document and plan for concerns in rapidly-developing areas such as the<br />

South Shore sub-basin. Data pertaining to the dissolved oxygen problem in<br />

Hood Canal are being collected by the Hood Canal Dissolved Oxygen<br />

Program (HCDOP, 2005), but other efforts may be needed, particularly for<br />

other parameters within WRIA 16 streams.<br />

Following are several options the WRIA 16 <strong>Plan</strong>ning Unit and other<br />

stakeholders could pursue to expand water-quality monitoring and more<br />

fully integrate water-quality data into water resource planning.<br />

Option 27.<br />

Implement the WRIA 16 Surface Water Quality<br />

Monitoring <strong>Plan</strong> As-Is<br />

The WRIA 16 <strong>Plan</strong>ning Unit contracted with Envirovision Co. to prepare a<br />

Surface Water Quality Monitoring Strategy (Envirovision, 2003). The strategy,<br />

published in September 2003, presents a recommended approach to<br />

gathering, analyzing, and reporting water-quality data in WRIA 16’s streams.<br />

The <strong>Plan</strong>ning Unit could recommend that this plan be implemented in its<br />

current form.<br />

Option 28.<br />

Implement select, revised, or prioritized<br />

recommendations from the WRIA 16 Surface<br />

Water Quality Monitoring <strong>Plan</strong><br />

WRIA 16’s Surface Water Quality Monitoring <strong>Plan</strong> (Envirovision, 2003)<br />

recommends an approach to gathering, analyzing, and reporting water-<br />
