The WRIA 16 <strong>Plan</strong>ning Unit, active since 1999, deserves primary credit for developing this<br />

watershed plan. Through countless hours of research, discussions, and meetings, the <strong>Plan</strong>ning Unit<br />

contributions from Susan Gulick. Marley Shoaf, Laura Blackmore, Christy Shelton, and Colleen<br />

Thumlert of Cascadia Consulting Group also contributed to the plan, as did several <strong>Plan</strong>ning Unit<br />

members.<br />

Bill Graham of the Jefferson <strong>County</strong> PUD #1 took the photos on the cover, as well as most of the<br />

photos within this watershed plan.<br />

Mike Woodall at the Washington State Department of Ecology produced the full-page maps.
