After this introductory chapter, this document proceeds by describing the<br />
“State of the <strong>Watershed</strong>” (a summary of the existing conditions in the<br />
watershed), then describes the particular issues and the <strong>Plan</strong>ning Unit’s<br />
recommendations for addressing each issue.<br />
In summary, the <strong>Watershed</strong> <strong>Plan</strong> includes these sections:<br />
• Chapter 2: State of the <strong>Watershed</strong> provides an overview of the<br />
existing information concerning WRIA 16 in terms of water quantity,<br />
water quality, habitat, and instream flow, including a discussion of<br />
the key issues in the watershed. Note that this chapter includes<br />
summary information from all five WRIA 16 sub-basins, but more<br />
detailed information about each area can be found in the appendices.<br />
Note also that this watershed plan includes the south shore of Hood<br />
Canal (“South Shore,” a sixth sub-basin). Although this region is<br />
technically part of WRIA 14, it is considered here under agreement<br />
with the WRIA 14 <strong>Plan</strong>ning Unit to help consolidate planning for<br />
Hood Canal and the nearshore environment, two topics addressed by<br />
this watershed plan.<br />
• Chapters 3-6: Recommendations presents the <strong>Plan</strong>ning Unit’s<br />
recommendations for addressing the key issues in the watershed.<br />
However, please note the following disclaimer.<br />
Nothing in this plan creates an obligation for a <strong>Plan</strong>ning Unit member unless<br />
that member determines that funding is available. Government members may<br />
also prioritize tasks based on available funding and need. Many of these issues<br />
will be clarified in Phase IV of watershed planning, when the <strong>Plan</strong>ning Unit<br />
prepares a detailed implementation plan and begins implementation of the<br />
<strong>Watershed</strong> <strong>Plan</strong>.<br />
• Chapter 7: Implementing the <strong>Plan</strong> summarizes the <strong>Plan</strong>ning<br />
Unit’s intentions for implementing this plan.<br />
In addition, please see the appendices for more detailed information about<br />
WRIA 16; in particular, the appendices include a summary of each WRIA<br />
16 sub-basin – information which helped inform the “State of the<br />
<strong>Watershed</strong>” chapter, as well as descriptions of the options the <strong>Plan</strong>ning<br />
Unit considered in developing its recommendations.<br />
