Purpose of the publication<br />
As the Campaign for Take-Off (<strong>CTO</strong>) came at the end of its implementation in December 2003, a<br />
consortium formed by EREC (<strong>European</strong> Renewable Energy Council), EUFORES (<strong>European</strong> Forum<br />
for Renewable Energy Sources), and INSULA (International Scientific Council for Island Development)<br />
was entrusted by the <strong>European</strong> <strong>Commission</strong>, Directorate General for Energy and Transport, with<br />
the impact assessment and the organisation of the <strong>CTO</strong> Closing Conference.<br />
This publication gives an overview of the main features and best performances achieved during the<br />
last five years (1999-2003), period of implementation of the Campaign for Take-Off (<strong>CTO</strong>). It further<br />
presents a general overview of key-success factors for renewable energy sources (RES) implementation,<br />
and showcases the most relevant initiatives of which one can draw crucial lessons.<br />
The main purpose of this Guide is to share valuable experience and increase replication potential<br />
through the dissemination of the results to key actors who should find inspiration through this document<br />
and learn from the lessons from previously implemented initiatives to replicate them in their own<br />
sphere of potential actions, therefore contributing to speed up the RES market penetration and increase<br />
public awareness for RES. Key actors include local, regional and national bodies, including<br />
decision-makers and private entrepreneurs who show interest in safeguarding their environment and<br />
security of energy supply by more investment and better planning and foresight in the Renewable Energy<br />
area.<br />
This publication is a practical and orientating document for the identification of experiences, where<br />
the expressed opinions and contents are responsibility of the authors and not necessarily reflect an<br />
official position of the <strong>Commission</strong> on the subject.<br />
