ADEME, the French Agency for the Environment<br />

and Energy Management, is involved<br />

in a long-term framework agreement<br />

(2000-2006) with the 26 regions of<br />

France annexed to the State-Region contracts<br />

(CPER) to promote RE and EE<br />

measures. This project improves the economic<br />

position for RE industry sectors that<br />

are close to competitiveness (e.g. reduction<br />

of costs of electricity from RES), reduces<br />

the non-commercial barriers for<br />

other sectors (e.g. the very unfavourable<br />

tax system for geothermal), facilitates research<br />

and development for sectors such<br />

as PV that are still facing very high production<br />

costs.<br />

Main aims and motivations<br />

The national objectives are fixed by the<br />

government. However, ADEME facilitates<br />

the implementation of these objectives<br />

within the regions being an intermediary<br />

between the two parties. ADEME takes<br />

the opportunity of the CPER contracts to<br />

fulfil the agency’s commitment to promote<br />

RE and EE measures. ADEME experiments<br />

local projects, and generalizes them<br />

in the rest of the regions of France if proven<br />

to be successful.<br />

Ways of action<br />

ADEME focuses on 7 main ways of action:<br />

Research priorities; supporting the definition<br />

of standards and regulations; Readily<br />

accessible procedures to support decisionmaking<br />

(from pre-diagnosis to guidance,<br />

from diagnosis to preliminary study); Demonstration<br />

of good examples to promote<br />

market access, remedy a failure of diffusion<br />

and develop organizational or territorial<br />

practice; Financial support to investments;<br />

Strengthened international action;<br />

Crosscutting communication to inform the<br />

public and maintain a link between all the<br />

parties concerned.<br />

Overall Evaluation<br />

The intervention of ADEME as a third party<br />

between the government and the regional<br />

entities facilitated a contract-process on<br />

energy policies, therefore it was easier:<br />

to identify objectives and ways to implement<br />

projects ;<br />

to evaluate the financial needs ;<br />

to involve all the regions.<br />

Innovative financing scheme<br />

During the 7 years period (2000-2006),<br />

ADEME will provide 557 million Euros for<br />

energy and environmental projects, of which<br />

127 million Euros are for RES. The 26<br />

French regions will bring 536 million Euros,<br />

and <strong>European</strong> Regional Development Fund<br />

another 270 million Euros. Thus, a total of<br />

1,363 million Euros will be dedicated to the<br />

project during the overall period.<br />

Sectoral objectives (2000-2006)<br />

Enabling factors<br />

The contractual framework is optimal for<br />

ADEME, who can plan its actions at local<br />

levels, while at the same time it enables the<br />

spread of successful experiences to other<br />

regions of France more efficiently, and at a<br />

lower cost. A contract is negotiated with<br />

each of the 26 regions.<br />

Challenges<br />

In order to create a long-term sustainable<br />

market development, it was important to<br />

demonstrate that the programme offered<br />

guarantees thorough quality standards and<br />

certification. Partnerships formed through<br />

the CPER contracts enabled the different RE<br />

sectors to be structured, organised and certified.<br />

Replication potential<br />

The fact that ADEME is involved in the<br />

large-scale programme of the CPER and<br />

is therefore linked to the State-Regions<br />

dynamic makes the agency able to replicate<br />

a project that was successful in one<br />

region in all 26 French regions.<br />

Plan soleil<br />

One of ADEME’s major successes in the field of solar thermal development. It aims at creating quality chart for solar thermal installers,<br />

launching large-scale communication campaign, giving financial support to solar thermal systems buyers, etc… This programme first<br />

started in some regions with which ADEME negotiated under the CPER (State-Region Contract) systems. Thanks to a system where all<br />

regions are covered by the same type of contracts, ADEME could easily replicate this success to all regions. It is now a national programme.<br />
