Close regional ties<br />

<strong>and</strong> Versailles-Saint-Quentin-en-Yvelines, IFSTTAR <strong>and</strong> eight other<br />

research organizations <strong>and</strong> higher education establishments.<br />

VeDeCoM is one <strong>of</strong> the flagship projects <strong>of</strong> the new PRES.<br />

URBAN RESEARCH IN THE PARIS REGION<br />

IS MAPPING OUT THE FUTURE<br />

In 2011, the Future Investments Programme continued to rally the<br />

research units in the Paris region around projects whose funding<br />

had already been found or was being negotiated.<br />

One <strong>of</strong> these, the Sense-City Equipex, led by IFSTTAR, sets out<br />

to use sensor networks to monitor urban areas closely. A miniature<br />

test city will be constructed at the CSTB site in the Cité<br />

Descartes in which mock-ups <strong>of</strong> various components <strong>of</strong> the city will be<br />

installed.<br />

The NanoimagesX Equipex, which is managed by the Navier Institute<br />

(a Marne-la-Vallée research unit which is jointly run by CNRS,<br />

ENPC <strong>and</strong> IFSTTAR), aims to construct <strong>and</strong> operate a 3D imaging<br />

line chiefly to investigate the structure <strong>of</strong> new materials in the<br />

SOLEIL synchrotron.<br />

No less than 5 IFSTTAR research units are involved in another<br />

Future Investments Programme, the Futurs Urbains Labex. This<br />

applies an interdisciplinary approach in urban contexts by coordinating<br />

high quality research with the ability to conduct in situ trials<br />

at the Descartes Cluster in Marne-la-Vallée.<br />

The Efficacity project aims to find ways <strong>of</strong> reducing energy consumption<br />

by implementing the <strong>technology</strong>, services <strong>and</strong> design/<br />

evaluation tools developed by its industrial <strong>and</strong> academic project<br />

partners.<br />

The Institute also participates, with Paris-East University, <strong>and</strong> the<br />

Sorbonne Paris Cité, in the Technology Transfer Acceleration Company<br />

(SATT) Île-de-France Innov.<br />

GREATER INVOLVEMENT IN THE COMPETITIVENESS<br />

CLUSTERS<br />

A second proposal <strong>for</strong> an IEED (1) , VeDeCoM2, has been extensively<br />

reworked by the 42 partners (which include Renault, PSA, Valéo<br />

<strong>and</strong> IFSTTAR). The themes to be covered by the future <strong>institute</strong><br />

which is to bring together 200 researchers at Versailles-Satory, have<br />

been modified more comprehensively: vehicle electrification, the<br />

delegation <strong>of</strong> driving tasks (to the point <strong>of</strong> automation), new <strong>transport</strong><br />

systems <strong>and</strong> services with a proposal <strong>for</strong> a utilization laboratory in<br />

which IFSTTAR will be very much involved.<br />

As part <strong>of</strong> the “Vehicles <strong>of</strong> the Future” programme which has Mov’éo<br />

support <strong>and</strong> certification, the LTN teams at Satory have submitted<br />

a proposal known as Mov’éo TREVE with a view to creating<br />

the facilities <strong>and</strong> regulations needed to conduct comparative tests<br />

<strong>and</strong> evaluate charging systems <strong>for</strong> electric vehicles <strong>and</strong> chargeable<br />

hybrid vehicles. The consortium includes Renault, Schneider<br />

<strong>and</strong> 6 other partners <strong>and</strong> aims to use the Satory site to set up test<br />

facilities whose reference status will be recognized by the entire<br />

electric vehicle sector.<br />

Another proposal, SYSMO 2015, which has been certified by<br />

Mov’éo <strong>and</strong> Sytematic, <strong>and</strong> which involves IFSTTAR teams from<br />

Satory <strong>and</strong> Marne-la-Vallée, has been the submitted in response<br />

to an ADEME call <strong>for</strong> expressions <strong>of</strong> interest <strong>for</strong> new <strong>transport</strong>ation<br />

systems. The proposal is to develop techniques, systems<br />

<strong>and</strong> knowledge <strong>for</strong> multimodal in<strong>for</strong>mation systems, car-sharing<br />

with automatic vehicles <strong>and</strong>, more recently, systems <strong>for</strong> major<br />

<strong>transport</strong> hubs.<br />

The Institute is heavily involved in the governance <strong>of</strong> the Advancity<br />

cluster, chairing the scientific board <strong>and</strong> the Mobility certification<br />

committee <strong>and</strong> leading its strategic policy committees. The Institute’s<br />

teams are continuing their involvement in setting up projects<br />

that are certified by this cluster, <strong>for</strong> example, NEWTUN (interactive<br />

pre-retaining <strong>for</strong> tunnel boring) <strong>and</strong> REPTILES (2) (rehabilitation<br />

<strong>of</strong> drinking water pipes)<br />

THE FUTURE INVESTMENTS PROGRAMME<br />

BOOSTS PARTNERSHIPS<br />

The development <strong>of</strong> proposals <strong>for</strong> Future Investment Projects has<br />

boosted partnerships between academia (PRES, Universities,<br />

Engineering Schools), <strong>and</strong> other public establishments (CEA, CNRS,<br />

CSTB, IFREMER), <strong>and</strong> the industrial sector (ALSTOM, EADS, DCNS,<br />

STX). Two <strong>of</strong> these projects, in which IFSTTAR was involved, the Jules<br />

Verne IRT in the Pays-de-la-Loire <strong>and</strong> the France Energies Marines<br />

IEED in Brittany, will end positively with concrete achievements<br />

in 2012. However, although the IC-Ouest IDEX, backed by the<br />

UNAM (3) PRES in the Loire valley <strong>and</strong> the UBE (4) PRES in Britanny,<br />

was not selected by the General Commission <strong>for</strong> Investments, it<br />

did succeed in initiating closer inter-regional ties between universities<br />

in Brittany <strong>and</strong> Pays-de-la-Loire which all the participants<br />

are keen to continue.<br />

A UNIFYING FORCE FOR RESEARCH<br />

IN THE REGIONS<br />

IFSTTAR’s desire to develop partnerships with the Universities in<br />

the Pays-de-la Loire region takes varied <strong>for</strong>ms, which the Institute<br />

has maintained <strong>and</strong> extended in 2011. This has allowed IFSTTAR<br />

to participate actively in the region’s various research coordination<br />

bodies (CCRRDT, Observatoire Régional de La Recherche …) <strong>and</strong><br />

(3) Nantes-Angers-Le Mans University.<br />
