The areas <strong>of</strong> geotechnical engineering, the environment <strong>and</strong><br />
green building accounted <strong>for</strong> 9% <strong>of</strong> the direct contracts, <strong>and</strong><br />
energy accounted <strong>for</strong> 4%.<br />
Research into the fields <strong>of</strong> health <strong>and</strong> road safety, which is<br />
logically financed from the public purse, received contracts to<br />
the tune <strong>of</strong> €400,000 from the social <strong>and</strong> economic spheres.<br />
More precisely, direct research contracts (ignoring expert appraisals,<br />
tests <strong>and</strong> certification) awarded by industry, operators<br />
<strong>and</strong> local <strong>and</strong> regional authorities have considerably increased<br />
compared with previous years (by 20%), <strong>and</strong> their value now<br />
exceeds €3.4M. This bodes well <strong>for</strong> 2012.<br />
In 2011, almost half this activity was generated by <strong>transport</strong>,<br />
which includes the organization <strong>and</strong> optimization <strong>of</strong> <strong>transport</strong><br />
systems <strong>and</strong> the road <strong>and</strong> rail sectors. Together, the areas <strong>of</strong><br />
green building, engineering structures <strong>and</strong> civil engineering<br />
<strong>and</strong> construction accounted <strong>for</strong> 22% <strong>of</strong> the contracts.<br />
In addition, in 2011, major partnerships were put in place with<br />
industry, academia <strong>and</strong> local <strong>and</strong> regional government in the<br />
framework <strong>of</strong> the Future Investments Programme.<br />
Most <strong>of</strong> these ambitious projects were subjected to an initial<br />
selection process in 2010 <strong>and</strong> required a considerable amount<br />
<strong>of</strong> additional work in order to take on board the comments <strong>and</strong><br />
concerns <strong>of</strong> the General Commission <strong>for</strong> Future Investments.<br />
Several projects were successful when submitted a second<br />
time: the VeDeCoM IEED <strong>and</strong> the Eficacity project were added<br />
to the successes <strong>of</strong> the beginning <strong>of</strong> the year (the RAILENIUM<br />

received support from the DGCIS (General Directorate <strong>for</strong><br />
Competitiveness, Industry <strong>and</strong> Services) <strong>and</strong> teams from<br />
IFSTTAR have been very much involved in the projects<br />
submitted in response to ADEME calls <strong>for</strong> interest alongside its<br />
industrial partners <strong>and</strong> local <strong>and</strong> regional authorities.<br />
INCREASING INVOLVEMENT<br />
IN COMPETITIVENESS CLUSTERS<br />
Its strong presence in the regions <strong>and</strong> the excellence <strong>of</strong> its<br />
laboratories allow IFSTTAR to have a signifi cant presence<br />
in the principal competitiveness clusters which are active in<br />
the sectors <strong>of</strong> <strong>transport</strong>, the city <strong>and</strong> materials engineering.<br />
It thus plays a governance role <strong>and</strong> leads working groups<br />
in the MOV’EO, I-TRANS, ADVANCITY <strong>and</strong> LUTB clusters.<br />
It maintains close ties withSystem@tic, Véhicule du Futur<br />
(Vehicle <strong>of</strong> the Future), Novalog, Pegase, Gestion des<br />
Risques et vulnérabilité des territories (Risk Management <strong>and</strong><br />
Regional Vulnerability) <strong>and</strong> Solutions Communicantes Sécurisées<br />
(Secure Communications Technologies).<br />
The VeDeCoM IEED is backed by the Mov’eo-Rec partnershipbased<br />
foundation which was set up by the motor vehicle sector,<br />
universities (including UVSQ) <strong>and</strong> research <strong>institute</strong>s (including<br />
its founders IFSTTAR <strong>and</strong> IFPEN).<br />
IFSTTAR participates actively in the shared innovation plat<strong>for</strong>m<br />
known as TRANSPOLIS, <strong>and</strong>, in particular, has set up the<br />
company Transpolis SAS in which it has a 45% stake, alongside<br />
RENAULT TRUCKS <strong>and</strong> COLAS.<br />
The mutual trust that exists between the members <strong>of</strong> the competitiveness<br />
clusters has made it possible to increase the quality<br />
<strong>and</strong> number <strong>of</strong> research contracts that have been certified<br />
by the clusters <strong>and</strong> funded by the FUI (Single Interministerial<br />
Fund) at a time when the juries are accepting a smaller <strong>and</strong><br />
smaller percentage <strong>of</strong> projects.<br />
It is noteworthy that research projects which have been certified<br />
by a competitiveness cluster account <strong>for</strong> an increasing<br />
share <strong>of</strong> the Institute’s resources, rising from 4% in 2010 to<br />
4.5% in 2011.<br />
The Institute remains committed to supporting SMEs, but the<br />
proportion <strong>of</strong> direct contracts with SMEs has remained stable,<br />
at about 10% in 2011.<br />
