covering both the consolidated and solo requirements of the group.<br />
32. In view of this legal requirement, this specific section on the preapplication<br />
(see below), approval and postapproval process (see<br />
section 2.2.) has been added to the general guidelines on cooperation<br />
between home and host supervisors. It elaborates usefully<br />
upon the general guidance given in the following areas:<br />
· The specific steps in the approval process.<br />
· The explicit requirement for a formal consultative process.<br />
· Time limits in which this process should lead to a common<br />
decision.<br />
· The specific role of the consolidating supervisor in this<br />
consultation period.<br />
33. The new legal requirements relating to the approval process do not<br />
justify nor require any departure from the general guidance for<br />
supervisory cooperation on a crossborder basis. The general<br />
principles set out in the Guidelines for Cooperation between Home<br />
and Host Supervisors therefore remain valid and relevant for<br />
supervisory cooperation on the approval process.<br />
34. To facilitate a common decision within the sixmonth period specified<br />
in Article 129(2) of the CRD, the supervisors have agreed on a<br />
common understanding on the preapplication, approval and postapproval<br />
phase (see section 2.2.). An illustration of the steps in the<br />
preapplication and approval process and the cooperative<br />
interaction in this process is provided in Annexes I and II.<br />
35. A group may enter into exploratory discussions with the<br />
consolidating or host supervisors about the use of internal models for<br />
all or parts of its business. While there is no formal requirement to<br />
do so, supervisors are advised to communicate the outcome of these<br />
discussions to other relevant supervisors, and to inform the group of<br />
the nature of the approval framework and of the fact that<br />
applications will be coordinated through the consolidating supervisor.<br />
36. However, as soon as a group expresses a clear intention to move<br />
towards the advanced approaches, even before an application is<br />
made, it is essential that the preapplication process be centralised<br />
with the consolidating supervisor, acting as the coordinator and the<br />
central point of contact for the group.<br />
37. Supervisors have a relatively tight timeframe of six months after<br />
receipt of a complete formal application in which to reach a decision<br />
on the approval. The preapplication period becomes thus an<br />
important step in ensuring that the approval process for both the<br />
group and its supervisors is conducted in an efficient, coordinated<br />
and effective manner.<br />
38. During this preapplication period it is essential that:<br />
