GOVERNMENT RELATIONS AND<br />
POLITICAL ACTIVITY<br />
Cumm<strong>in</strong>s has government relations<br />
employees around the world work<strong>in</strong>g on<br />
<strong>is</strong>sues that might have a significant impact<br />
on the Company, such as energy policy,<br />
environmental leg<strong>is</strong>lation, taxes, trade<br />
and transportation to name just a few.<br />
<strong>The</strong> Company ma<strong>in</strong>ta<strong>in</strong>s an office <strong>in</strong><br />
Wash<strong>in</strong>gton, D.C. but with more than<br />
While Cumm<strong>in</strong>s might not agree with the<br />
positions these associations take on every<br />
<strong>is</strong>sue, the Company believes participat<strong>in</strong>g<br />
<strong>in</strong> these groups helps ensure government<br />
officials know where Cumm<strong>in</strong>s’ stands on<br />
matters critical to the Company.<br />
Political contributions<br />
Cumm<strong>in</strong>s bans contributions us<strong>in</strong>g<br />
corporate funds to candidates, political<br />
parties and <strong>in</strong>dependent expenditure<br />
CIPAC <strong>is</strong> governed by corporate<br />
policies and bylaws that state:<br />

<strong>The</strong> Company will not reimburse<br />
employees directly or <strong>in</strong>directly<br />

LOBBYING<br />
<strong>The</strong> follow<strong>in</strong>g l<strong>is</strong>t of U.S. trade organizations<br />
to which Cumm<strong>in</strong>s paid dues <strong>in</strong> excess<br />
of $50,000 dur<strong>in</strong>g calendar year 2011<br />
and the U.S. Chamber of Commerce,<br />
which fell below the $50,000 threshold.<br />
L<strong>is</strong>ted with each entity <strong>is</strong> Cumm<strong>in</strong>s’<br />
estimation of the portion of these dues<br />
used by each organization for lobby<strong>in</strong>g<br />
or other political expenditures.<br />

<strong>The</strong>se employees work to ensure that<br />
Cumm<strong>in</strong>s’ voice <strong>is</strong> heard. For example,<br />
Cumm<strong>in</strong>s worked extensively <strong>in</strong> Wash<strong>in</strong>gton<br />
to protect the U.S. Environmental<br />
Protection Agency’s 2010 heavy-duty<br />
on-highway em<strong>is</strong>sions standards from<br />
campaigns. Th<strong>is</strong> ban <strong>in</strong>cludes contributions<br />
to 501 (c) (4) and 527 tax-exempt groups<br />
<strong>in</strong> the United States for the purpose of<br />
engag<strong>in</strong>g <strong>in</strong> political activity. On ballot<br />
measures deemed vital to the Company’s<br />
<strong>in</strong>terests, Cumm<strong>in</strong>s <strong>is</strong> committed to publicly<br />
d<strong>is</strong>clos<strong>in</strong>g any payments made directly to<br />
<strong>in</strong>fluence the outcome, <strong>in</strong>clud<strong>in</strong>g recipient<br />
names and amounts.<br />

Cumm<strong>in</strong>s Inc. Political Action Committee<br />
(CIPAC), but the committee <strong>is</strong> funded<br />
solely by voluntary employee contributions.<br />
