Partnerships and policy<br />

Cumm<strong>in</strong>s’ partnerships have helped the Company<br />

meet its product and em<strong>is</strong>sions goals and use energy<br />

more efficiently. Our policy advocacy has helped br<strong>in</strong>g<br />

environmental solutions to the marketplace.<br />

GLOBAL ENERGY POLICY<br />

Four of the Company’s 10 environmental<br />

susta<strong>in</strong>ability pr<strong>in</strong>ciples focus on partnerships<br />

with leg<strong>is</strong>lative and regulatory entities to<br />

develop sound public policy to reduce<br />

our impact on the environment. <strong>The</strong>y are:<br />

when it was proposed <strong>in</strong> October 2010<br />

and provid<strong>in</strong>g extensive feedback dur<strong>in</strong>g<br />

the comment period.<br />

other <strong>in</strong>dustry representatives <strong>in</strong> meet<strong>in</strong>g<br />

with U.S. President Barack Obama as<br />

he announced the f<strong>in</strong>al rule on Aug. 9,<br />

2011. <strong>The</strong> rule <strong>is</strong> projected to reduce<br />

GHG em<strong>is</strong>sions for trucks and buses built<br />

pr<strong>in</strong>ciples shape the Company’s actions not<br />

only <strong>in</strong> the United States, but around the<br />

world. Cumm<strong>in</strong>s participates <strong>in</strong> the Global<br />

Commercial Vehicle <strong>in</strong>dustry forum, a group<br />

compr<strong>is</strong>ed of European, North American<br />

and Japanese manufacturers of heavyduty<br />

vehicles and eng<strong>in</strong>es. At the group’s<br />

n<strong>in</strong>th meet<strong>in</strong>g <strong>in</strong> Tokyo <strong>in</strong> late 2011, topics<br />

such as regulatory harmonization, GHG<br />

reductions and fuel efficiency improvements<br />

were at the forefront of the d<strong>is</strong>cussion.<br />

Cumm<strong>in</strong>s <strong>is</strong> also becom<strong>in</strong>g more <strong>in</strong>volved<br />

<strong>in</strong> GHG and fuel efficiency regulatory<br />

development <strong>in</strong> Europe, Ch<strong>in</strong>a and other<br />

regions of the world. In fact, Cumm<strong>in</strong>s has<br />

dedicated resources to focus specifically<br />

on the policies <strong>in</strong>volv<strong>in</strong>g GHG and fuel<br />

efficiency regulations for our products<br />

around the world.<br />

Th<strong>is</strong> will help us better coord<strong>in</strong>ate the<br />

Company’s global activities <strong>in</strong> develop<strong>in</strong>g<br />

responsible regulations that promote<br />

technologies for more efficient products<br />

with lower GHG em<strong>is</strong>sions <strong>in</strong> diesel<br />

eng<strong>in</strong>es and related technologies.<br />

Cumm<strong>in</strong>s has long worked <strong>in</strong> partnership<br />

with the U.S. Department of Energy (DOE)<br />

to develop advances <strong>in</strong> energy efficiency.<br />

Previous Cumm<strong>in</strong>s programs funded by<br />

the DOE have led to both evolutionary and<br />

breakthrough technologies and analytical<br />

approaches, speed<strong>in</strong>g up the time for the<br />

commercialization of vehicles powered by<br />

advanced combustion eng<strong>in</strong>es.<br />

<strong>The</strong> Company received a $54 million grant<br />

from the DOE <strong>in</strong> 2010 for two projects<br />

it <strong>is</strong> currently work<strong>in</strong>g on to improve fuel<br />

efficiency <strong>in</strong> heavy-duty and light-duty<br />

vehicles. <strong>The</strong> DOE’s heavy-duty program –<br />

SuperTruck – <strong>is</strong> featured earlier <strong>in</strong> <strong>th<strong>is</strong></strong><br />

<strong>report</strong> (page 14).<br />

Energy efficiency represents an<br />

enormous opportunity to cut costs and<br />

greenhouse gas em<strong>is</strong>sions. Build<strong>in</strong>gs<br />

consume 70 percent of the electricity<br />

<strong>in</strong> the United States and emit more<br />

than a third of greenhouse gases.<br />

Support a balanced global approach.<br />

<strong>The</strong> pr<strong>in</strong>ciples were put <strong>in</strong>to action<br />

dur<strong>in</strong>g the development of the first-ever<br />

greenhouse gas (GHG) and fuel efficiency<br />

standards for heavy-duty and medium-duty<br />

vehicles <strong>in</strong> the United States. Cumm<strong>in</strong>s<br />

was very active <strong>in</strong> the development of the<br />

rule for more than four years – form<strong>in</strong>g a<br />

stakeholder group with other companies <strong>in</strong><br />

the <strong>in</strong>dustry, writ<strong>in</strong>g a regulatory framework<br />

between 2014 and 2018 by approximately<br />

270 million metric tons. <strong>The</strong> result<strong>in</strong>g<br />

reduced fuel usage will lead to $42 billion<br />

<strong>in</strong> net sav<strong>in</strong>gs for vehicle owners when<br />

consider<strong>in</strong>g technology costs.<br />

Cons<strong>is</strong>tent with Cumm<strong>in</strong>s’ pr<strong>in</strong>ciple to<br />

develop clean, efficient products, the<br />

day that its on-highway eng<strong>in</strong>es would meet<br />

the new standards one year early, <strong>in</strong> 2013.<br />
