The RHQ/ RLC will then arrange with unit to pick up requested ammunition • DOL lack of knowledge in ammunition management RHQ/ RLC/ MoI Tech Center • Reviews requested MoI 14 & expenditure reports • Checks RLC stock level and supplies, if on hand • Issues if stock O/H • Orders by RLC UIC from 22/25 Bunkers • When MoI 14 goes directly to MoI Tech, RHQ/ RLC ammo authorizations are not being validated , which prolongs the process • RHQ/ RLC doesn’t have visibility of unit shortages & requests TRANS BRIGADE NATIONAL DEPOTS DOL/ CLASS V DIRECTOR NLC/ MMC-P MoI TECH CTR MHQ/ MSP • Validates and approves MoI 14 and sends MoI 14 to RHQ/ RLC • MHQ/ RLC does not create MoI 14 for unit • MHQ consolidates all MoI 14 under the MHQ UIC • Push MoI 14 directly to MoI Tech Center instead of RHQ/RLC • MoI Tech only fill s the MHQ Taskil requirements due to the MHQ UIC on the MoI 14. Each unit must submit MoI 14 with UIC to get required Taskil ammo requirements District Police/ District HQ • Unit requests ammo, fills out MoI 14 then sends to District HQ • District HQ reviews MoI 14 & ensures supporting documentation (expenditure report) District Police submits MoI 14 RHQ/ RLC MHQ/ MSP DISTRICT HQ DISTRICT POLICE MoI 9 fill at District Police CHALLENGES: 1) Overall, the bureaucracy of the Afghan MoI 14 system and low ABL levels at District Police and RLC creates an unresponsive system that has a best case response time of 2 – 4 months. 2) MoI 14 can be killed at any level w/o feedback.
