Town <strong>of</strong> <strong>Los</strong> <strong>Gatos</strong><br />
C-1 DISTRICT<br />
The C-1 District extends generally along North Santa Cruz Avenue<br />
between Blossom Hill Road and Highway 9 (<strong>Los</strong> <strong>Gatos</strong>/Saratoga<br />
Road) although other commercial areas are zoned C-1. The street<br />
is relatively narrow, and traffic speeds are slow.<br />
The district is bordered on the west by a single family residential<br />
neighborhood, and on the east by the LM Light Industrial district.<br />
The mix <strong>of</strong> uses within the C-1 District is broad, and includes<br />
<strong>of</strong>fice buildings, banks, small shopping centers, restaurants, and service<br />
commercial structures along with some residential uses.<br />
Large trees line the street for its length, providing a s<strong>of</strong>t and<br />
welcoming environment, which serves to link the area comfortably<br />
with the adjacent residential neighborhood and encourages outdoor<br />
dining and pedestrian circulation along the street.<br />
2.1 BASIC DESIGN PRINCIPLES<br />
The following principles have been used as touchstones for the<br />
development <strong>of</strong> individual commercial design guidelines. In the<br />
event that the specific guidelines do not clearly address a given condition,<br />
the Basic <strong>Design</strong> Principles should be consulted for general<br />
direction. The Basic <strong>Design</strong> Principles will be used by the Town<br />
staff and Planning Commission/Town Council when evaluating<br />
projects in the C-1 District, and when considering the acceptability<br />
<strong>of</strong> unique proposals that vary from the specific guidelines.<br />
• Projects shall possess a village scale and character which is<br />
sensitive to the scale and liveability <strong>of</strong> the adjacent residential<br />
neighborhood.<br />
• <strong>Commercial</strong> buildings shall be designed with small scale<br />
complexity appropriate to the low speed, pedestrian nature<br />
<strong>of</strong> North Santa Cruz Avenue or adjacent commercial<br />
street.<br />
• Street front functional and visual continuity shall be maintained,<br />
and all projects shall be sympathetic in form, scale,<br />
and height to adjacent structures.<br />
• Landscaping shall be used to s<strong>of</strong>ten the appearance <strong>of</strong><br />
buildings and to integrate new construction into the overall<br />
commercial/residential neighborhood. Where space is<br />
inadequate for in-ground planting, use container plantings.<br />
• The physical and visual impact <strong>of</strong> parking shall be minimized.<br />
• Structures over one story shall be designed to minimize<br />
their visual bulk and relate to the human scale <strong>of</strong> pedestrians<br />
on the street.<br />
• Multi-tenant complexes shall be designed to emphasize an<br />
overall sense <strong>of</strong> project and place, rather than the prominence<br />
<strong>of</strong> individual tenants.<br />

• Minimize the impact <strong>of</strong> parking<br />
on the character and image<br />
<strong>of</strong> the area<br />
• Reinforce the street’s lush landscaped<br />
character<br />
• Encourage pedestrian use <strong>of</strong> the<br />
streets sidewalks<br />
• Keep signs subdued in recognition<br />
<strong>of</strong> the low speed <strong>of</strong> traffic<br />
on the street<br />
