Competitiveness of Garment Industry in<br />
Bangladesh<br />
The study examines how the competitiveness of<br />
garments industries in Bangladesh has changed<br />
after the phasing out of MFA. For this purpose, a<br />
field survey of 300 sample garments enterprises<br />
has been carried out. Of the sample enterprises,<br />
200 belong to the sample of 222 enterprises<br />
that were surveyed by IDE in 2003. The rest of<br />
the sample enterprises are chosen from the list<br />
of enterprises set up after 2003 obtained from<br />
the Bangladesh Garment Manufacturers and<br />
Exporters Association (BGMEA) on the basis of<br />
appropriate sampling methodology. The study<br />
was completed in February <strong>2010</strong> and Zaid Bakht<br />
was its Project Director. Team members included<br />
Mohammad Yunus and Nazneen Ahmed.<br />
Assessment of Social Safeguard of the Persons<br />
Affected by the Padma Multipurpose Bridge<br />
Project<br />
Under the project, a census of households and<br />
individuals likely to be affected directly and<br />
indirectly by the proposed Padma Multipurpose<br />
Bridge Project (PMBP) project right-of-way is<br />
conducted in order to ensure social safeguard<br />
compliance. The study recommends discreet<br />
resettlement policy framework and plan for the<br />
project affected persons (PAPs) embodying not<br />
only adequate mitigation principles but also<br />
development strategies for improving the cognitive<br />
skills and capacity of the PAPs and creating an<br />
enabling environment for them. The study will be<br />
completed in March 2011 and its Project Directors<br />
are Abdul Hye Mondal and Mustafa K. Mujeri.<br />
of Resettlement Action Plans (RAPs) for<br />
mitigating adverse effects of the Rural Transport<br />
Improvement Project (RTIP). This study shows that<br />
road improvement has considerably improved the<br />
access of rural communities to various economic<br />
and social opportunities. The study nevertheless<br />
recommends that land administration rules and<br />
regulations need to be simplified, adequate<br />
and timely compensation is to be paid and<br />
grievance redress mechanism as an integral part<br />
of the program must be ensured. The study was<br />
completed in December 2008 and its Project<br />
Director was Bimal Kumar Saha.<br />

Bangladesh and India<br />
The development of the ICT sector critically<br />
depends on strategic alliance and networking<br />
as well as on proper infrastructure and human<br />
capital development. There is strong evidence<br />
that forming alliances, clustering and networking<br />
help small firms to compete, grow and cooperate<br />
with large firms. By surveying ICT firms in India<br />
and Bangladesh, the study explores modalities<br />
and mechanisms through which ICT firms could<br />
forge horizontal links among them, and vertical<br />
