Training Program on the Technical Framework<br />
of the Sixth Five Year Plan (2011-2015) of<br />
Bangladesh<br />
Budget Seminars for the Members of the<br />
Parliament<br />
The program aimed to sensitize the Members of<br />
the Parliament on issues relating to budget and<br />
the state of the economy, so that they could play<br />
a more effective role in the Parliament with regard<br />
to budget preparation and monitoring. Under the<br />
Program, research reports, analytical reports on<br />
the state of the Bangladesh economy, briefs on the<br />
role of the budget in the economy, and reports on<br />
economic and budgetary outlook were prepared<br />
and the findings were disseminated through<br />
organizing interactive seminars with the Members<br />
of the Parliament. Dr Zaid Bakht was the Project<br />
Director of the Program and co-researchers were<br />
Dr. Monzur Hossain, Dr. Mohammad Yunus and Dr.<br />
Nazneen Ahmed.<br />
Parliamentary Standing Committee and Budget<br />
Oversight<br />
Under the Program, <strong>BIDS</strong> conducted a series of<br />
three seminars on ‘Food and Disaster Management<br />
and Budget Oversight’ for the members of the<br />
Parliamentary Standing Committee on Food and<br />
Disaster Management. The seminars discussed<br />
ways through which the Members can oversee<br />
As a part of <strong>BIDS</strong> activities of preparing twenty<br />
background studies and the technical framework<br />
of the Sixth Five Year Plan (2011-2015) of<br />
Bangladesh for the General Economics Division<br />
of the Bangladesh Planning Commission, <strong>BIDS</strong><br />
organized a two-week training program in<br />
December <strong>2010</strong> for the relevant professionals of<br />
the Planning Commission on technical aspects of<br />
plan formulation. The training covered areas such<br />
as the methodology and results of the Bangladesh<br />
Input-Output Table 2006-07, methodology and<br />
results of the Bangladesh Social Accounting Matrix<br />
2007, technical specification of the Sixth Five Year<br />
Plan model and the macroeconomic framework,<br />
employment module of the Plan framework,<br />
computable general equilibrium modeling<br />
framework of the Sixth Plan and the GAMS<br />
software, and simulation exercises with the Plan<br />
model framework. Mustafa K. Mujeri is the Project<br />
Director of the Program.<br />
Post Graduate Diploma in Macroeconomic<br />
Analysis<br />
<strong>BIDS</strong> is conducting the Postgraduate Diploma in<br />
Macroeconomic Analysis as an intermediate level<br />
training program (between the Bachelors and the<br />
Masters levels) jointly with BRAC University. The<br />
Program involves 24 credits, equivalent to eight<br />
full time courses spanning two semesters, each of<br />
13 weeks duration. The target participants in the<br />
training program include junior and mid-career<br />
officers of the General Economics Division of the<br />
Planning Commission and relevant line ministries<br />
of the government. The curriculum for the<br />
training program was developed in consultation<br />
with the stakeholders which was approved by<br />
the University Grants Commission. A total of 15<br />
trainees completed their training during January-<br />
