EXTERNAL QUALITY MONITORING (EQM): External quality monitor<strong>in</strong>g (EQM) is an all-encompass<strong>in</strong>g<br />
term that covers a variety of quality-related evaluations undertaken by bodies or<br />
<strong>in</strong>dividuals external to higher education <strong>in</strong>stitutions.<br />
EXTERNAL REVIEW INDICATOR: An external review <strong>in</strong>dicator is a measurable characteristic<br />
pert<strong>in</strong>ent to an external quality evaluation.<br />
EXTERNAL SUB-INSTITUTIONAL AUDIT: An external sub-<strong>in</strong>stitutional audit is a process by which<br />
an external person or team checks that procedures are <strong>in</strong> place to assure quality, <strong>in</strong>tegrity or<br />
standards of provision and outcomes <strong>in</strong> part of an <strong>in</strong>stitution or relat<strong>in</strong>g to specific aspect of<br />
<strong>in</strong>stitutional provision or outcomes.<br />

FACHHOCHSCHULE: Fachhochschule is a non-university higher education <strong>in</strong>stitution, <strong>in</strong> Germany<br />
and Liechtenste<strong>in</strong>, focus<strong>in</strong>g on vocational education.<br />
FACULTY: Faculty is:<br />
1. the organisational unit <strong>in</strong> which cognate discipl<strong>in</strong>es are located <strong>in</strong> a higher education <strong>in</strong>stitution<br />
2. a shorthand term <strong>for</strong> the academic (teach<strong>in</strong>g and research) staff <strong>in</strong> a higher education<br />
<strong>in</strong>stitution.<br />

FACULTY REVIEW: Faculty review has two different mean<strong>in</strong>gs, the first based on faculty as a<br />
term <strong>for</strong> academic staff, the second based on faculty as an organisational unit:<br />
1. Faculty review is a process of review<strong>in</strong>g the <strong>in</strong>puts, process or outputs of a faculty as an<br />
organisational unit; its structure, mode of operation, mission, aims and objectives.<br />
2. Faculty review (mean<strong>in</strong>g review of academic staff) evaluates the per<strong>for</strong>mance of researchers<br />
and teachers. (See also assesment of teach<strong>in</strong>g and learn<strong>in</strong>g)<br />
FEES: Fees are the f<strong>in</strong>ancial contributions made by students to their higher education<br />
Fitness of purpose: Fitness of purpose evaluates whether the quality-related <strong>in</strong>tentions of an<br />
organisation are adequate.<br />
FITNESS FOR PURPOSE: Fitness <strong>for</strong> purpose equates quality with the fulfilment of a specification<br />
or stated outcomes.<br />
FOLLOW UP: Follow up is shorthand <strong>for</strong> procedures to ensure that outcomes of review processes<br />
have been, or are be<strong>in</strong>g, addressed.<br />
FORMAL LEARNING: Formal learn<strong>in</strong>g is planned learn<strong>in</strong>g that derives from activities with<strong>in</strong> a<br />
structured learn<strong>in</strong>g sett<strong>in</strong>g.<br />
FORMATIVE ASSESSMENT: Formative assessment is evaluation of student learn<strong>in</strong>g that aids<br />
understand<strong>in</strong>g and development of knowledge, skills and abilities without pass<strong>in</strong>g any f<strong>in</strong>al<br />
judgement (via recorded grade) on the level of learn<strong>in</strong>g.<br />
FOUNDATION DEGREE: A foundation degree is an <strong>in</strong>termediary (sub-degree) qualification <strong>in</strong><br />
the UK designed <strong>in</strong> conjunction with employers to meet skills shortages at the higher technician<br />
level.<br />
FOUNDATION PROGRAM: A foundation program provides an <strong>in</strong>troduction to degree-level<br />
study.<br />
