The Ministère develops compulsory teaching <strong>and</strong> evaluation reference documents. Vocational training<br />

programs <strong>and</strong> evaluation frameworks <strong>for</strong> the certification of learning (evaluation specifications <strong>for</strong><br />

certification purposes) are intended <strong>for</strong> educational institutions. They specify content, the materials<br />

required <strong>and</strong> the appropriate resources. Teachers base their activities on these prescriptive<br />

documents, which explain teaching <strong>and</strong> evaluation requirements. This chapter describes the main<br />

components of these documents.<br />

In 2003, the <strong>for</strong>mat of vocational training programs <strong>and</strong> evaluation frameworks was updated <strong>and</strong><br />

certain components were modified. The appendix contains conversion tables to help teachers compare<br />

the old <strong>for</strong>mat against the new one, <strong>and</strong> to help them underst<strong>and</strong> the in<strong>for</strong>mation in this document.<br />

3.1 Compulsory aspects <strong>and</strong> leeway<br />

Vocational training programs list the targeted competencies. Teachers are required to limit their<br />

teaching to the program. The program <strong>and</strong> evaluation framework <strong>for</strong> the certification of learning are<br />

described in the Education Act:<br />

The Minister shall establish the programs <strong>for</strong> . . . elementary <strong>and</strong> secondary schools . . . <strong>and</strong>,<br />

if he considers it appropriate, the programs of vocational education. Every program shall<br />

include compulsory objectives <strong>and</strong> contents <strong>and</strong> may include optional objectives <strong>and</strong><br />

contents that shall be enriched or adapted according to the needs of the students who<br />

receive the services. 6<br />

The different sections of the program are based on learning <strong>and</strong> certification requirements. Each<br />

educational institution develops learning <strong>and</strong> evaluation activities based on the program, which<br />

contains both compulsory components <strong>and</strong> components provided <strong>for</strong> in<strong>for</strong>mation purposes, as does<br />

the evaluation framework <strong>for</strong> the certification of learning.<br />
