Practitioners often need <strong>to</strong> seek support funding from sources other than government,<br />
<strong>and</strong> <strong>to</strong> develop public-private partnerships. His<strong>to</strong>rically, supporters of road<br />
safety <strong>programme</strong>s <strong>and</strong> projects have included industries such as those involved with<br />
fuel, cars, tyres, insurance <strong>and</strong> the production of alcoholic drinks. In some countries<br />
offenders’ fines can be applied <strong>to</strong> road safety <strong>programme</strong>s.<br />
S<strong>to</strong>p <strong>driving</strong> while in<strong>to</strong>xicated, New York, United States<br />
Under New York’s S<strong>to</strong>p-DWI (Driving While In<strong>to</strong>xicated) <strong>programme</strong>, state law<br />
m<strong>and</strong>ates that revenue from DWI fines be returned <strong>to</strong> the county where the DWI<br />
offence occurred. An evaluation of the <strong>programme</strong> demonstrated that this type<br />
of self-sufficient <strong>programme</strong> is viable <strong>and</strong> may reduce crashes involving <strong>drinking</strong><br />
<strong>and</strong> <strong>driving</strong>. Additionally, National Highway Traffic Safety Administration (NHTSA)<br />
revealed that community-level funding for <strong>drinking</strong> <strong>and</strong> <strong>driving</strong> law enforcement<br />
<strong>and</strong> treatment is characteristic of drink-<strong>driving</strong> <strong>programme</strong>s <strong>implement</strong>ed in four<br />
of the five US states where significant reductions in crashes caused by drunk<br />

3.2.9 Promoting the <strong>programme</strong><br />
It is likely that any significant new drink-<strong>driving</strong> <strong>programme</strong> will generate a national<br />
debate <strong>and</strong> this is <strong>to</strong> be supported (<strong>and</strong> amplified) since it will allow the arguments<br />
<strong>to</strong> be aired <strong>and</strong> the public (not just drivers) <strong>to</strong> be informed. Such promotions can be<br />
initiated by ministerial statements at conferences (political or otherwise) or workshops<br />
<strong>to</strong> which the media can be invited. If the person championing the <strong>programme</strong><br />
is a high-profile celebrity, he or she could also be involved in the promotion as this<br />
will personalise <strong>and</strong> de-politicise the campaign.<br />
While promotion is especially important at the start of any <strong>programme</strong> it should be<br />
maintained throughout. In many countries this ongoing promotion can be tied <strong>to</strong><br />
local holidays or festivals. The promotion can also be maintained by issuing regular<br />
press notices <strong>and</strong> holding launches of new campaigns, posters <strong>and</strong> commercials.<br />
3.2.10 Setting up a moni<strong>to</strong>ring mechanism<br />
Methods for evaluating <strong>and</strong> moni<strong>to</strong>ring the <strong>programme</strong> are described in Module 4<br />
of this manual. The brief description in this section is meant <strong>to</strong> provide the reader<br />
with a more general underst<strong>and</strong>ing of the types of activities in a <strong>drinking</strong> <strong>and</strong> <strong>driving</strong><br />
