Enforcement activities should be based on a sound underst<strong>and</strong>ing of the problem,<br />
supportive legislation, adequate training <strong>and</strong> equipment, <strong>and</strong> a strategic direction.<br />
Police intervention objectives should be casualty reductions, not apprehensions.<br />
Enforcement activities should be intelligence-led <strong>and</strong> exp<strong>and</strong>ed gradually.<br />
R<strong>and</strong>om alcohol screening provides general deterrence while targeted enforcement<br />
serves <strong>to</strong> facilitate prosecution of drivers who refuse <strong>to</strong> s<strong>to</strong>p <strong>drinking</strong> <strong>and</strong><br />

3.3.3 Punishments <strong>and</strong> sanctions for <strong>drinking</strong> <strong>and</strong> <strong>driving</strong> offences<br />
Countries have adopted a diverse range of punishments <strong>and</strong> sanctions for <strong>drinking</strong><br />
<strong>and</strong> <strong>driving</strong> offences. Drinking over the legal limit should be one of the most serious<br />
<strong>driving</strong> offences possible <strong>and</strong> the punishment should be suitably large, <strong>and</strong> culturally<br />
<strong>and</strong> economically appropriate.<br />
Punishments <strong>and</strong> sanctions for <strong>drinking</strong> <strong>and</strong> <strong>driving</strong> offences that have been adopted<br />
in various countries include:<br />
• Monetary fines, which may rise with multiple convictions, as BAC levels increase,<br />
or with the offender’s income;<br />
• Suspension or withdrawal of <strong>driving</strong> licence;<br />
• Where crashes which result in a casualty occur, an drunk driver may be jailed for<br />
several years <strong>and</strong>/or have their <strong>driving</strong> licence permanently revoked (see Box 3.8)<br />
• Less common <strong>and</strong> more controversial measures not discussed in detail this manual<br />
are vehicle sanctions such as licence plate impoundment <strong>and</strong> alcohol interlocks.<br />
Dealing with repeat offenders is h<strong>and</strong>led in at the end of this section.<br />
These final measures assume that a country has a well-developed system for vehicle<br />
registration <strong>and</strong> tracking recidivist <strong>drinking</strong> <strong>and</strong> <strong>driving</strong> offenders, which is not<br />
generally the case in low <strong>and</strong> middle-income countries, who are the primary target<br />
audience of this manual.<br />
