3.3 Interventions<br />
Drinking <strong>and</strong> Driving: a road safety manual<br />
As outlined in Table 2.6 in Module 2, experience <strong>and</strong> research have shown a variety<br />
of interventions <strong>to</strong> be effective or essential in reducing the number of road crashes<br />
involving <strong>drinking</strong> <strong>and</strong> <strong>driving</strong> in a country or region. It is highly recommended that<br />
a national or regional <strong>drinking</strong> <strong>and</strong> <strong>driving</strong> <strong>programme</strong> includes the “high priority”<br />
interventions listed in the table. The scope <strong>and</strong> impact of your <strong>programme</strong> in terms<br />
of preventing <strong>drinking</strong> <strong>and</strong> <strong>driving</strong> will benefit from the inclusion of additional<br />
interventions that are most relevant <strong>to</strong> the specific drink-<strong>driving</strong> situation in your<br />
country or region (see Table 3.5 on the effectiveness of <strong>drinking</strong> <strong>and</strong> <strong>driving</strong> legislation<br />
<strong>and</strong> its enforcement).<br />
The sections below provide more extensive information on many of the interventions<br />
listed in Table 2.6. It is hoped this information will be help you underst<strong>and</strong> why these<br />
interventions are considered essential <strong>and</strong>/or effective, <strong>and</strong> the steps that need <strong>to</strong> be<br />
considered when <strong>implement</strong>ing these interventions in your country or region.<br />
3 | <strong>How</strong> <strong>to</strong> <strong>design</strong> <strong>and</strong> <strong>implement</strong> a <strong>drinking</strong> <strong>and</strong> <strong>driving</strong> <strong>programme</strong><br />
3.3.1 <strong>How</strong> <strong>to</strong> develop <strong>and</strong> <strong>implement</strong> laws on <strong>drinking</strong> <strong>and</strong> <strong>driving</strong><br />
Targeted <strong>and</strong> appropriate legislation on <strong>drinking</strong> <strong>and</strong> <strong>driving</strong> that is consistently<br />
enforced <strong>and</strong> well unders<strong>to</strong>od by the public is a critical component of a country or<br />
region’s efforts <strong>to</strong> control <strong>drinking</strong> <strong>and</strong> <strong>driving</strong>. There are a number of steps that need<br />
<strong>to</strong> be taken when <strong>design</strong>ing effective <strong>drinking</strong> <strong>and</strong> <strong>driving</strong> legislation. The first step<br />
in this process is undertaking an assessment of relevant legislation that is already in<br />
place (see Module 2).<br />
Should you identify that the laws need reforming or that new laws are required, the<br />
goals of the reforms <strong>and</strong> new laws should be agreed. These are likely <strong>to</strong> include one or<br />
more of the following:<br />

address the absence of legislation;<br />
strengthen an existing law;<br />
offer further guidance <strong>and</strong> support <strong>to</strong> enforce legislation;<br />
provide greater legitimacy for the law, so that those responsible can enforce it<br />
more effectively.<br />
In addition <strong>to</strong> the information you obtain through your assessment, the following list<br />
provides some possible considerations when attempting <strong>to</strong> formulate coherent <strong>drinking</strong><br />
<strong>and</strong> <strong>driving</strong> laws.<br />
