Drinking <strong>and</strong> Driving: a road safety manual<br />
<strong>programme</strong> that should be moni<strong>to</strong>red. In general, moni<strong>to</strong>ring the <strong>programme</strong><br />
involves keeping a close check on all measurement indica<strong>to</strong>rs, <strong>to</strong> ensure the <strong>programme</strong><br />
is on track <strong>to</strong>wards the goals set out.<br />
Moni<strong>to</strong>ring can be:<br />
• continuous, with the lead agency of the working group overseeing the overall<br />
<strong>programme</strong> in case problems arise;<br />
• periodic, with activities measured at the end of each stage of <strong>implement</strong>ation.<br />
Table 3.4 gives an example of what might be moni<strong>to</strong>red during a typical <strong>drinking</strong><br />
<strong>and</strong> <strong>driving</strong> <strong>programme</strong>, <strong>and</strong> the possible actions <strong>to</strong> take if the indica<strong>to</strong>rs suggest that<br />
activities are missing their objectives. It is important <strong>to</strong>:<br />
• define resources for the task – human <strong>and</strong> financial resources should be allocated<br />
at the outset of the process <strong>to</strong> ensure that the moni<strong>to</strong>ring <strong>and</strong> evaluation takes<br />
place at an appropriate time, <strong>and</strong> that the results are disseminated;<br />
• define the mechanism for moni<strong>to</strong>ring – set out who will be responsible for moni<strong>to</strong>ring<br />
progress, at what intervals progress should be reported <strong>and</strong> <strong>to</strong> whom, <strong>and</strong><br />
how <strong>implement</strong>ation can be improved as early as possible, where necessary;<br />
• put in place a feedback mechanism <strong>to</strong> allow the regular revision of a <strong>programme</strong>,<br />
allowing improvements <strong>to</strong> the <strong>programme</strong>’s accuracy <strong>and</strong> relevance where<br />
necessary;<br />
• evaluate the <strong>programme</strong> periodically <strong>to</strong> determine its effectiveness (evaluation<br />
methods are discussed in more detail in Module 4).<br />
