Drinking <strong>and</strong> Driving: a road safety manual<br />

The BOB campaign started in Belgium in 1995 with the aim of raising awareness of the dangers of <strong>drinking</strong><br />

<strong>and</strong> <strong>driving</strong>. Most importantly, it highlighted the benefits of having a <strong>design</strong>ated driver.<br />

The campaign involves several governmental departments, the police <strong>and</strong> a private sec<strong>to</strong>r company. Alongside<br />

general information about <strong>drinking</strong> <strong>and</strong> <strong>driving</strong>, the campaign provides for increased police surveillance,<br />

especially during the weeks running up <strong>to</strong> Christmas <strong>and</strong> New Year.<br />

Within few weeks of its launch in 1995, 4 out of 5 Belgians had heard about BOB. Now, 97% of the Belgian<br />

population knows about the campaign, <strong>and</strong> BOB has become the definitive symbol for combating<br />

drink-<strong>driving</strong>.<br />

The concept has been picked up in several other European countries including the Netherl<strong>and</strong>s, Luxemburg,<br />

France <strong>and</strong> Greece, with each country adapting the formula <strong>to</strong> its own needs.<br />

To date, more than 37% of all drivers in Belgium claim <strong>to</strong> have offered <strong>to</strong> be a <strong>design</strong>ated driver, 34% have<br />

been a <strong>design</strong>ated driver <strong>and</strong> 46% have been driven home safely by one.<br />

According <strong>to</strong> official figures, the BOB campaign has triggered a change in attitude. Today, 80% of the population<br />

considers <strong>drinking</strong> <strong>and</strong> <strong>driving</strong> unacceptable.<br />

3 | <strong>How</strong> <strong>to</strong> <strong>design</strong> <strong>and</strong> <strong>implement</strong> a <strong>drinking</strong> <strong>and</strong> <strong>driving</strong> <strong>programme</strong><br />

Ride service <strong>programme</strong>s provide transport for people who have consumed alcohol<br />

<strong>and</strong> may otherwise drive.<br />

Numerous ride service businesses have started up across the United States <strong>to</strong> help<br />

address the problem of <strong>drinking</strong> <strong>and</strong> <strong>driving</strong>. NightRiders Incorporated was the first<br />

such service. The business employed drivers equipped with collapsible, mo<strong>to</strong>rized<br />

scooters. The drivers drove cus<strong>to</strong>mers home in their own vehicles, s<strong>to</strong>wing the scooters<br />

in the cus<strong>to</strong>mer’s trunk. Upon arrival at the cus<strong>to</strong>mer’s destination, the driver<br />

collected the fare, assembled the scooter, <strong>and</strong> rode off <strong>to</strong> the next cus<strong>to</strong>mer.<br />

In some jurisdictions retailers are liable for injuries caused by in<strong>to</strong>xicated adults or<br />

by minors <strong>to</strong> whom they sold alcohol. In some cases this liability extends <strong>to</strong> injuries<br />

caused by the in<strong>to</strong>xicated person <strong>to</strong> themselves. The available evidence suggests<br />

that legislation of this sort can significantly reduce crashes involving <strong>drinking</strong> <strong>and</strong><br />

<strong>driving</strong> (20).<br />
