Recommendation No. 8 – Development Procedures Bylaw No. 513, 2012

That the report from the Director of Development Services dated July 17, 2012
regarding proposed Development Procedures Bylaw No. 513, 2012 be received.
CARRIED
In discussion it was noted that:
the Director of Development Services was commended for including all the
information in one document;
it was suggested that the format of the document be changed to have the bylaw
itself address the overall framework for the procedures and have the procedures
listed separately;
currently, a procedural change requires a bylaw amendment;
with the suggested format change a procedural change would be easier;
the Director of Development Services stated that the bylaw is concise and it
clearly indicates what is required of the development community. He added that
he welcomes input from Council;
after second reading the public has thirty days to review and comment on the
bylaw;
the Advisory Planning Commission should be consulted; not as a formal
regulatory referral, but as a courtesy;
it was suggested that staff be given more time to draft a different version of the
bylaw.
Councillor Shanks left the room at 1:24 pm and returned at 1:25 pm.

That District of Sechelt Development Procedures Bylaw No. 513, 2012 be forwarded to
Council for consideration of first and second reading and that the bylaw be referred to
the Coast Community Builders Association and the Sunshine Coast Real Estate
Association for comment prior to adoption.
