the Community Planner explained that the percentage may seem low. However,
the cash amounts for higher priced projects average out when more moderate
projects are taken into account;
20% cash in lieu was decided on after considering many options:
o a fixed amount was not feasible as unit values are different and the value
range is large;
o 25% cash in lieu would not be as attractive to developers;
o a percentage of the construction value was also considered, however, this
method does not take into account the list price and location of a unit;
o the developers indicated they would consider 15-20% cash in lieu;
the average cash in lieu amount is $50,000, which was considered a reasonable
amount by the majority of those consulted;
the Community Planner pointed out that a Council policy will implement this
system, therefore, future amendments to the system can be made easily.
Recommendation No. 13 –Bonus Density Policy

That pursuant to Section 879 of the Local Government Act Council consider that the
following persons, organizations and authorities may be affected by the Official
Community Plan Amendment Bylaw:
(i) Sunshine Coast Regional District
(ii) Town of Gibsons
(iii) Advisory Planning Commission
(iv) School District 46;
And that Official Community Plan Amendment Bylaw No. 492-6, 2012 be referred to the
above noted organizations for their comments with a 30 day response time.
Recommendation No. 14 –Bonus Density Policy

That Official Community Plan Amendment Bylaw No. 492-6, 2012 be forwarded to
Council for consideration of first reading and that the bylaw be referred to a Public
Hearing after an information meeting has been held;
