State Performance at Grade 4<br />

NAEP state results make it possible to examine the progress of public school<br />

students in each participating state over time. All 50 states, the District of<br />

Columbia, <strong>and</strong> Department of Defense schools participated in the <strong>2009</strong> reading<br />

assessment. These 52 states <strong>and</strong> jurisdictions are all referred to as “states” in the<br />

following summary of results. State results are also available for seven earlier<br />

assessments at grade 4. While all states participated in the assessments since 2003,<br />

not all participated or met the criteria for reporting in earlier assessment years.<br />

Scores increase since 2007 in three states <strong>and</strong> decrease in four states<br />

The map shown below highlights changes in states’<br />

average reading scores from 2007 to <strong>2009</strong> at grade 4<br />

(figure 9). While there was no significant change in the<br />

overall average score for fourth-grade public school<br />

students in the nation from 2007 to <strong>2009</strong>, scores<br />

increased in three states (District of Columbia, Kentucky,<br />

<strong>and</strong> Rhode Isl<strong>and</strong>) <strong>and</strong> decreased in four states (Alaska,<br />

Iowa, New Mexico, <strong>and</strong> Wyoming). In comparison to the<br />

results in 1992, scores were higher in <strong>2009</strong> for 25 of the<br />

42 states that participated in both years <strong>and</strong> lower in<br />

4 states.<br />
