REPORT OF THE JUDICIAL COMMITTEE
Paper No. 4 from St. Lawrence Presbytery,
THE SPIRITUAL OVERSIGHT OF WHITE LAKE CAMP
We recommend:
1. that the spiritual oversight of White Lake Camp and the
supervision of the Executive Committee of the C.Y.P.U. be the
joint responsibility of the New York and St. Lawrence Presbyteries,
with the Young People's Secretaries of the two Presbyteries
taking the major responsibility in alternate years or by
arrangement between the two Secretaries if that is more desirable.
2. that the actions of the White Lake Corporation with respect
to the ptoperty be under the jurisdiction of both the New
York and St. Lawrence Presbyteries.
3. that this action shall supercede the action of Synod in
response to paper No. 11 in 1953.
Paper No. 3, from the Session of the Hot Springs Congregation,
RECONSIDERATION OF REQUIREMENT THAT ORDINATION
MUST BE DONE BY THE ENTIRE PRESBYTERY
This paper called for a reconsideration of the action taken
by Synod last year, Minutes, p. 77, on paper No. 7. The action
taken last year concerning ordination is plainly the law of the
Church. See Church Government viii:2, p. 253, "The preliminary
steps may be taken by a commission of the presbytery, but ordination
itself shall be performed by the presbytery."
In view of the excessive expenditure (not less than $300)
involved in a meeting of Mid-west Presbytery at Hot Springs, we
recommend that Synod grant Mid-west Presbytery permission to
ordain Mr. Robert Morrow at Hot Springs by a Commission of the
Presbytery.

DEFINITION OF TAKING STUDENTS UNDER CARE
OF PRESBYTERY
Directions concerning students of theology are found in the
Book of Church Government vi: p. 245,246. In definition of "Presbyterial
oversight of students of theology" we submit, therefore:
1. The purpose of presbyterial oversight is to determine
whether the candidate has the capabilities and gives evidence of
the spiritual qualifications necessary for the gospel ministry.
Oversight may begin at the discretion of the presbytery following
application by the candidate.
