Lackland <strong>Air</strong> <strong>Force</strong> Base<br />

General Information<br />

USE OF OFFICIAL TELEphonES<br />

for PERSonal BUSINESS<br />

Personal calls (such as calls to speak to spouse or minor<br />

children, or to arrange for emergency repairs to residence or<br />

automobile) that must be made during the working hours over<br />

the commercial local network may properly be authorized<br />

as being in the best interest of the government if the call is<br />

consistent with the following:<br />

1. It does not adversely affect the performance of official<br />

duties by the employee or the employee’s organization.<br />

2. It is of reasonable duration and frequency.<br />

3. It could not reasonably have been made at another time.<br />

4. In the case of long distance calls:<br />

a. Charged to employee’s home telephone number.<br />

b. Made to an 800 toll-free number.<br />

c. Charged to a personal telephone credit card.<br />

d. Collect to long distant number.<br />

RESponSibility OF TELEphonE USERS<br />

1. Official telephones will not be used for personal<br />

messages except as outlined in paragraph 2 above.<br />

2. Consult your telephone directory for the correct<br />

number prior to dialing.<br />

3. The proper use and care of telephone equipment is<br />

your responsibility. Under no circumstances will<br />

subscribers move, alter, place attachments on, or<br />

make additions to telephone equipment.<br />

4. <strong>Telephone</strong>s are not secure. Do not discuss classified<br />

information in a telephone conversation at any time.<br />

5. It is a misdemeanor for anyone to use the telephone as<br />

a means of conveying obscene or indecent language;<br />

or to make anonymous or repeated calls meant to be<br />

aggravating, abusive, embarrassing or harassing in<br />

nature. It is the responsibility of all users to report<br />

any such activity to their security section.<br />

6. Make requests for telephone directories through your<br />

unit <strong>Telephone</strong> Control Officer (TCO).<br />

7. Emergency numbers are on the front page your base<br />

<strong>Directory</strong>. Never dial 0 for an emergency situation.<br />

RESponSibility OF Stu–iii<br />

or STE TELEphonE USERS<br />

1. STU-III or STEs are secure phones used for discussing<br />

unclassified official use only and classified information<br />

up to TOP SECRET. The key on the phone determines<br />

the classification.<br />

2. For STU-III or STE service, contact your unit security<br />

manager.<br />

REporting VOICE MAIL<br />

and TELEphonE TROUBLES<br />

When reporting telephone trouble on base, call the<br />

Communications Focal Point (CFP), at 925-2666, option #2<br />

for voice mail trouble and option #3 for telephone troubles.<br />

Only authorized telephone maintenance personnel will install,<br />

remove, relocate, or modify base telephone equipment and/<br />

or wiring. Report any indication of unauthorized tampering<br />

to the Security Police and the CFP for assistance.<br />

RESponSibility OF TELEphonE<br />

control OFFICERS (tco)<br />

1. <strong>Telephone</strong> Control Officers will perform their duties in<br />

accordance with AFI 33-111, paragraph 10.<br />

2. The maintenance of accurate directory listings is<br />

dependent upon the information received from users.<br />

Report any changes to your unit TCO as they occur. KEEP<br />

YOUR TELEPHONE INFORMATION UP TO DATE. Unit<br />

TCOs will send all changes via e-mail to the Base TCO.<br />

REQUEST FOR TELEphonE SErvicE<br />

Requests for official telephone service will be submitted<br />

electronically at least 60 working days prior to the date<br />

required. The unit <strong>Telephone</strong> Control Officer (TCO) will<br />

submit requests via the TCO website.<br />

If purchase of telephone instruments is directed by the<br />

802d CS Surveyor, then the TCO will submit the purchase<br />

requirement electronically via the Computer Systems<br />

Requirements Document (e-CSRD).<br />

For all new service requests, a building diagram showing<br />

locations of existing and proposed service must be e-mailed<br />

to the Base <strong>Telephone</strong> Control Officer (BTCO).<br />

For assistance regarding an official commercial telephone<br />

service request, the Unit TCO needs to request the<br />

requirement via the e-CSRD.<br />

Termination of service is the responsibility of the user’s TCO.<br />

The user must provide 60 days advance notice via the TCO<br />

WEB to assure discontinuance of service on the date desired.<br />

REQUEST FOR COMMErcial/<br />

privatE TELEphonE SErvicE<br />

The Commercial <strong>Telephone</strong> Company (AT&T) will handle<br />

commercial/private telephone service requirements.<br />

Personnel desiring private telephone service should contact<br />

the commercial telephone company’s residential office at<br />

(800) 288-2020.<br />

For customers needing commercial telephone service<br />

contact the business office at (800) 499-7928.<br />

Excavating<br />

Prior to any excavating within the confines of Lackland AFB,<br />

consult with the 802d CES/CEOF at extension 671-3533.<br />

WESTErn UNION<br />

1. Unofficial Western Union telegrams may be telephoned<br />

direct to the Western Union Telegraph Company, (800)<br />

325-6000, from any pay station located on base.<br />

2. Unofficial messages and money order services are<br />

available on Lackland, Building 2306 and at the <strong>San</strong><br />

<strong>Antonio</strong> main office, 129 W. Commerce St.<br />

SEcurity<br />

1. The base telephone system is NOT secure. DO NOT<br />

discuss classified information over the telephone.<br />

COMSEC is everybody’s business.<br />

2. <strong>Military</strong> communications / base communications facilities<br />

are subject to monitoring activities associated with<br />

preserving the national security of our country.<br />

3. Personnel who make unauthorized disclosures of<br />

classified or sensitive official defense information during<br />

the use of the telephone are subject to disciplinary action.<br />

4. Communications facilities of this Command have been<br />

and will continue to be monitored by activities concerned<br />

with Communications Security. All instruments will have a<br />

DD Form 2056 (<strong>Telephone</strong> Monitoring Notification Decal)<br />

attached.<br />

MINIMIZE<br />

1. MINIMIZE is a condition imposed by commanders to<br />

control and reduce electrical communications by both<br />

message and telephone traffic, during exercises or<br />

periods of emergency.<br />

2. MINIMIZE notifications are first received by base<br />

communications facilities which inform the base<br />

administration office for dissemination through<br />

organizational administrative channels.<br />

3. When MINIMIZE is imposed; users of DoD electrical<br />

Communications facilities must determine that:<br />

a. The information forwarded is required to avoid<br />

a Seriously detrimental impact on mission<br />

accomplishment or safety of life.<br />

b. Electrical transmission is the only way to get<br />

information to the addressee in sufficient time to<br />

accomplish its purpose.<br />

4. Use authorized means of communications such as the<br />

U.S. Mail, the Defense Courier Service or an individual<br />

as a courier or messenger instead of electrical means<br />

when MINIMIZE is imposed.<br />

5. The Unit Commander and TCO will ensure immediate<br />

understanding and compliance by staff members when<br />

the orders to effect MINIMIZE is received. TCO’s will only<br />

approve “MISSION ESSENTIAL.”<br />

REporting NUI<strong>San</strong>cE/<br />

bomb THREat CALLS<br />

1. Malicious, threatening, abusive, indecent, annoying, or<br />

harassing telephone calls, including those that contain<br />

obscene or profane language, are prohibited by state<br />

and federal laws. The following actions will be taken:<br />

a. NUISANCE: Make the caller identify himself. When<br />

a voice asks, “Who is this” ask instead, “What<br />

number did you dial” or “Who do you want” If<br />

the caller remains silent after you answer, or makes<br />
