REporting NUI<strong>San</strong>cE/bomb THREat CALLS<br />

1. Malicious, threatening, abusive, indecent, annoying, or<br />

harassing telephone calls, including those that contain<br />

obscene or profane language, are prohibited by state<br />

and federal laws. The following actions will be taken:<br />

a. nuisance: Make the caller identify himself. When<br />

a voice asks, “Who is this” ask instead, “What<br />

number did you dial” or “Who do you want” If<br />

the caller remains silent after you answer, or makes<br />

any obscene or suggestive remarks, HANG UP! If the<br />

calls persist, notify the Security Police, 671-2018.<br />

Furnish as much information as possible about the<br />

call and the caller.<br />

b. bomb THreats OR OTHer<br />

THreateninG CALLS<br />

1. Signal someone else to call 671-1100 and ask<br />

them to try to track the call. (NOTE: The Security<br />

Police will alert communications personnel to initiate<br />

trace action on all nuisance, bomb threats or<br />

threatening calls).<br />

2. If no one is available, DO NOT HANG UP, but use<br />

another phone to notify the Security Police and<br />

(or) call 671-1100 to trace the call.<br />

3. Obtain as much information as possible about<br />

the call and caller using AF Form 440, BOMB<br />

THREAT AID (1 NOV 98) which should be located<br />

next to every telephone.<br />

DIREctory ASSIStancE CALLS<br />

No local off base directory assistance is available on base.<br />

You may call (800) 373-3411 for free commercial directory<br />

assistance.<br />

CONFERENCE CALLS<br />

All telephones on Lackland AFB, with the exception of a<br />

few special feature phones are provided direct user and<br />

operator assist three party conference call capability.<br />

Procedures are:<br />

1. CONSULTATION HOLD. To consult with another party<br />

and exclude the original party:<br />

a. While you have a party on the line, depress and<br />

release the hook switch ONCE. You will hear a<br />

special dial tone.<br />

b. Dial the extension you wish to consult with.<br />

c. When finished consulting, wait for the party to hang<br />

up. Then depress and release the hook switch once<br />

to be returned to your original call.<br />

2. THREE-WAY CONFERENCE. To add a third party to a<br />

call already in progress, follow the same procedures<br />

for consultation hold, but when you have reached the<br />

third party, depress and release the hook switch ONCE.<br />

A 3-way conversation will be initiated. (NOTE: IF during<br />

the attempt to achieve CONSULTATION HOLD or a<br />

THREE-WAY CONFERENCE the third party’s number<br />

is busy or does not answer, depress and release the<br />

hook switch TWICE to return to your original call.<br />

3. MEET-ME CONFERENCE CALL. To request a Meet-Me<br />

Conference, dial 925-1110 or 671-1110 and request<br />

the telephone operator set up a Meet-Me Conference<br />

Call. Once you receive an assigned number you notify<br />

each party of the Meet-Me Conference, give the time,<br />

date, and conference number. All conferees will place<br />

the conference call at the designated time. When the<br />

first person calls in the phone will continue to ring until<br />

the second party dials in. The conference will then set<br />

up automatically. If you are in the 210 area code, dial<br />

in using 925 plus the 4 digits assigned to the call. If<br />

it is long distance, use (210) 925 plus the four digits<br />

assigned to the call. If you are calling DSN use 945 plus<br />

the 4 numbers assigned to the call. Do not use DSN if you<br />

are calling from a base in the local area. Dial 99 to get off<br />

base then 925 plus the 4 numbers assigned to the call.<br />

4. OPERATOR ASSIST CONFERENCE. The operator<br />

conference allows an operator to establish up to ten<br />

party conference connections. Dial “0” and request<br />

the operator add on the requested parties. Be sure<br />

all information is available before requesting the<br />

conference. Remember to consider time differences.<br />

OFFICIAL LONG DIStancE CALLS<br />

1. To place long distance calls, the order of preference<br />

least cost to the Government is as follows:<br />

a. Defense Switched Network (DSN) for DoD<br />

activities.<br />

b. Off-Net DSN (all calls that leave the network for<br />

completion).<br />

c. 800 Toll-Free Service.<br />

d. FTS (leased toll circuits).<br />

2. DSN. This method will be attempted before considering<br />

the use of commercial toll facilities. Dial “94” and the<br />

DSN number.<br />

3. OFF-NET DSN. Call the DSN assistance operator<br />

located in the immediate vicinity of the civilian party<br />

you are attempting to reach. When the DSN operator<br />

answers, request Off-Net assistance and provide the<br />

7-digit commercial telephone number of the party. (The<br />

decision to offnet a call rest with the management of<br />

each switchboard and only OFFICIAL Government calls<br />

will be honored where no toll charges are incurred).<br />

4. FTS-2000 (Federal Telecommunication System) is<br />

the system used on Lackland AFB to place calls to any<br />

number not available locally or through DSN. MCI is the<br />

system used to place overseas calls to numbers that are<br />

not available through International Switch Voice Service<br />

(ISVS). These calls incur long distance charges that are<br />

billed to Lackland AFB. Calls must be certified as official<br />

by the organization/individual placing the call.<br />

COMMErcial LONG DIStancE CALLS<br />

1. Personnel who wish to place commercial long distance<br />

official toll calls must first obtain authorization from<br />

their respective <strong>Telephone</strong> Control Officer (TCO). A<br />

6-digit PIN (Personal Identification Number) will be<br />

assigned for billing verification. Callers will not use<br />

commercial long distance if DSN or DSN OFF-NET is<br />

available (AFI 33-111).<br />

2. Personal calls are authorized as defined in paragraph 2.<br />

TOLL FREE INFORMATION SErvicE<br />

<strong>Telephone</strong> subscribers with access to toll-free (1-800)<br />

numbers are encouraged to use this service if available to<br />

call commercial customers prior to placing official toll-calls.<br />

To determine whether a commercial customer has a toll-free<br />

number, dial 99 + 1 (800) 555-1212 to obtain information.<br />

Dial 99 + 1 + 800 + number to place the call direct.<br />

SPEcial BILLING CALLS<br />

1. A COLLECT CALL is an incoming call to a base<br />

extension for which charges are accepted. Follow<br />

local procedures to ensure proper verification can be<br />

accomplished upon receipt for monthly telephone bills.<br />

If you have any questions, please call the <strong>Telephone</strong><br />

Billing Office, extension 925-1631. Collect calls will<br />

not be accepted.<br />

2. A THIRD PARTY CALL is a call placed from a commercial<br />

telephone number and charged to a base number.<br />

Third party calls are not authorized.<br />

DSN USER CALLING INStructionS<br />

1. Routine DSN Calls: Users with direct dial access to<br />

DSN should:<br />

a. Verify the number to be called.<br />

b. Listen for dial tones.<br />

c. Dial DSN access code 94. (NOTE: You will not<br />

hear a dial tone after dialing the access code. It is<br />

necessary to dial all digits before receiving a ringback<br />

or busy tone.)<br />

d. Dial the 7-digit DSN number.<br />

2. DSN PRECEDENCE/GLOBAL CALL USERS REQUIRING<br />

A PRECEDENCE/GLOBAL CALL SHOULD:<br />

a. Verify the DSN number to be called.<br />

b. Dial the DSN precedence access code, 94 for<br />

routine, 93 for priority or 92 for immediate.<br />

c. Provide the operator the following information:<br />

1. Name, number, and organization, office symbol<br />

and overseas control number.<br />

2. Name and number of party to be called.<br />

3. DSN ASSISTANCE: DSN <strong>Directory</strong> and Assistance<br />

Conferencing with more than two (2) parties dial 94<br />

+ 0 and for DSN directory assistance dial 113 or 0.<br />

DSN USER TROUBLE REporting<br />

When trouble is encountered by users while utilizing DSN,<br />

retain the circuit connect and report the trouble immediately<br />

to <strong>Telephone</strong> Trouble, 925-2666, option 2, on another<br />

telephone.<br />

Give the details of the DSN trouble, your extension number<br />

and location, the DSN number and location of the party<br />

called, a brief description of the trouble and the time it<br />

occurred.<br />
