2. Fax TRANSMISSION<br />
a. DSN may be used to transmit Fax messages. Fax<br />
equipment must have the capability to disconnect<br />
from the DSN line within one minute after cessation<br />
of the Fax transmission, or upon circuit preexemption.<br />
DSN Off-netting may be used to transmit<br />
Fax messages without compromising the quality of<br />
the transmission.<br />
b. Fax TRANSMISSION PROCEDURES:<br />
1. Complete AF Form 3535, Facsimile Electro Mail<br />
Transmittal.<br />
2. Place the transmittal form and all sheets to be<br />
transmitted face down into the paper feeder<br />
of the Fax machine. (note: The Fax machine<br />
copies only one side of each page. If you have<br />
two-sided pages to transmit, make copies of the<br />
second sides before proceeding.<br />
3. Pick up the Fax machine telephone receiver and<br />
dial the destination Fax telephone number.<br />
4. Wait for the Fax “tone,” then push the start/send<br />
button (usually green).<br />
5. Hang up the phone; transmission will begin.<br />
6. When the transmission is complete, you will hear<br />
several Fax tones indicating the transmission was<br />
received at the destination location, and/or receive<br />
a visual display message indicating the same.<br />
c. If you are having difficulties, please take the time to<br />
ensure the number you are calling is correct, and<br />
that the number is a Fax, not voice-only line. Report<br />
transmission problems relating to telephone lines to<br />
the HELP desk, 652-2015 opt. 1. Refer problems with<br />
your Fax machine to your equipment custodian.<br />
OFFICIAL LONG DIStancE CALLS<br />
Long distance calls should be placed using the most economical<br />
means. The order of preference from the least to<br />
the most costly to the Government as follows:<br />
1. DEFense SWitcHED NETWorK (Dsn). For all<br />
calls to DoD activities. This method will be attempted<br />
before considering the use of commercial toll facilities.<br />
Dial “94” and the DSN number or “0” for operator<br />
assistance.<br />
2. Dsn OFF-nettinG. Off-netting uses DSN as a<br />
transmission media. Calls leave the DSN network for<br />
completion. Using DSN, call the assistance operator at<br />
the DoD installation nearest the location of the civilian<br />
party you are attempting to reach. When the operator<br />
answers, request “official off-net assistance,” and provide<br />
the 7-digit commercial (civilian) telephone number<br />
of your party. NOTE: The decision to off-net a call rests<br />
with the installation commander, and only OFFICIAL<br />
Government calls will be honored where no toll charges<br />
are incurred. The off-net directory is available on the<br />
AETC home page on the World Wide Web.<br />
3. 1-800 and 1-888 Toll-free Service.<br />
4. Fts 2000/mci ISVS. These are contract discount<br />
calling plans that provide Randolph Government<br />
customers with commercial long distance service<br />
at reduced rates. These services should be used for<br />
placing all official long distance calls to destination<br />
which are not served by the DSN system and do not<br />
have toll-free numbers. The current cost for FTS and<br />
ISVS calls is on a “by the minute” usage basis.<br />
5. Originate only official calls and try to limit to<br />
5 minutes.<br />
6. Dial “0” for operator assistance with FTS and<br />
ISVS calls.<br />
7. For CONUS calls, direct access users of FTS dial 98<br />
+ area code + 7-digit number + billing code. DO NOT<br />
use FTS 2000 to place local calls; all local calls placed<br />
on FTS 2000 incur a charge. When in doubt, ask the<br />
Randolph operator for assistance.<br />
8. Direct access users of ISVS dial 98 + 011 + country<br />
code + city code + number + billing code for international<br />
calls.<br />
9. FTS 2000 and ISVS calls are station-to-station only.<br />
10. FTS and ISVS calls must be authorized by unit <strong>Telephone</strong><br />
Control Officers (TCOs). TCOs will log every<br />
call on AF Form 1072 for billing verification.<br />
SPEcial BILLING CALLS<br />
1. A COLLECT CALL is an incoming toll call for which you<br />
are asked to accept charges. Unless you have prior<br />
authorization, do not obligate the government<br />
by accepting collect calls on a government<br />
telephone.<br />
a. Certain circumstances may require accepting collect<br />
calls for official business or emergency situations.<br />
The party accepting the collect call must record the<br />
call particulars (time, date, calling number, calling<br />
party’s name, etc.) and inform the TCO as soon as<br />
possible to have the call logged on AF Form 1072.<br />
b. Accepting collect calls on a government telephone,<br />
when not specifically authorized as above,<br />
is illegal. Any individual who does so is subject<br />
to disciplinary action under the Uniform Code of<br />
<strong>Military</strong> Justice (UCMJ).<br />
c. Randolph telephone operators do not accept collect<br />
calls!<br />
2. A THirD PartY CALL is a long distance commercial<br />
call placed from one telephone and billed not to the<br />
originating or destination numbers, but to yet another<br />
telephone (a “third” number). Third party calls billed<br />
to Randolph are strictly prohibited!<br />
3. A CALLinG CARD CALL is a long distance toll call<br />
placed by an authorized subscriber and charged to<br />
a long distance telephone account. Calls placed on<br />
Government calling cards by authorized Randolph<br />
AFB customers are charged to FTS-2000 or ISVS for<br />
Government billing. Only official, mission-related<br />
calls may be billed on Government calling cards.<br />
NEtwork CAPABILITY<br />
1. A user calling from any class A telephone on<br />
Randolph AFB will need to dial 99 plus the sevendigit<br />
number of the other local <strong>Air</strong> <strong>Force</strong> installations<br />
in the <strong>San</strong> <strong>Antonio</strong> area. Refer to the dialing instructions<br />
on page 167.<br />
2. To call Randolph AFB from off-base telephones, dial<br />
“652 or 565” plus the last 4 digits of the number.<br />
3. To call off-base from Randolph AFB, direct dial service<br />
is available from any class A telephone.<br />
a. To call any local number in the <strong>San</strong> <strong>Antonio</strong> area,<br />
dial 99 plus the 7-digit number. You will not hear a<br />
dial tone after dialing 99.<br />
b. The following prefixes can be dialed from Randolph<br />
