Randolph <strong>Air</strong> <strong>Force</strong> Base<br />
3. Alternate means of communications such as the U.S.<br />
Mail, the U.S. Armed <strong>Force</strong>s Courier Service, or an<br />
individual as a courier or messenger should be used<br />
versus electrical means when MINIMIZE is imposed.<br />
4. Unit TCOs will approve transmission of only those<br />
calls/messages deemed “mission ESSENTIAL”<br />
for transmission.<br />
5. Base operators will challenge all calls to MINIMIZED<br />
locations with the phrase, “Is your call MINIMIZE<br />
considered” They will process only those calls<br />
which have been carefully assessed using the aforementioned<br />

REporting NUI<strong>San</strong>cE/bomb THREat CALLS<br />
1. Malicious, threatening, abusive, indecent, annoying, or<br />
harassing telephone calls, including those in which obscene<br />
or profane language is used, are prohibited by state and<br />
federal laws. The following action should be taken:<br />
a. NUISANCE CALLS. Make the caller identify himself.<br />
When a voice asks, “Who is this” ask instead,<br />
“What number did you dial” or “With whom do you<br />
wish to speak” If the caller remains silent after you<br />
answer, or makes any obscene remarks, HANG UP!<br />
if the calls persist, notify the Security Police Law<br />
Enforcement Desk (652-5700 or 652-5709).<br />
Furnish as much information as possible about the<br />
call and the caller.<br />
b. bomb THreats or otHer THreateninG<br />
CALLS.<br />
1. DO NOT hang up! Try to keep the caller on the<br />
line, and signal someone else to call 911. (note:<br />
Security Police will alert communications personnel<br />
to initiate trace action on all bomb threats<br />
or threatening calls.)<br />
2. If no one else is available, DO NOT hang up,<br />
use another phone to call 911 and notify the<br />
Security Police.<br />
3. Obtain as much information as possible about the<br />
call/caller using AF Form 440. See the checklist<br />
on page 54.<br />
c. THreateninG CALLS RECEIVED ON PriVate<br />
TELEPHONES.<br />
1. Hang up<br />
2. Report the call to the Security Police Law<br />
Enforcement Desk. (652-5700/652-5709)<br />
2. Individuals who receive Bomb Threats or other threatening<br />
calls should use the AF Form 440, Bomb Threat<br />
Aid, (see form on page 4) as a guide to document<br />
information pertaining to these types of calls. A copy<br />
of this form should be kept near every base telephone<br />
instrument. When completed, these forms will be made<br />
a matter of record and used to assist the Security Police<br />
in their investigation.<br />
EMErgEnciES<br />
EMERGencY 911 is the <strong>Air</strong> <strong>Force</strong> standard emergency<br />
reporting number that handles all types of fire, police, and<br />
medical emergencies here at Randolph AFB. Randolph has<br />
an “enhanced” system that routes all on-base 911 calls<br />
from both government and residence telephones to the<br />
Security Police law enforcement desk. Calls made from<br />
cellular phones are not routed through the Security Police<br />
Law Enforcement Desk. They are routed through the nearest<br />
off-base exchange. If you wish to report an emergency to<br />
the Security Police Laws Enforcement Desk from a cellular<br />
phone dial 652-5700/5709.<br />
1. STAY CALM and provide the 911 operator with the<br />
building number, your name, the phone number from<br />
which you are calling, and the nature of the emergency.<br />
Unless you are in imminent danger, do not hang up<br />
until the 911 operator instructs you to do so.<br />
2. The 911 operator will ask you several questions about<br />
the emergency. Answer them to the best of your ability.<br />
To report an emergency to the Security Enforcement<br />
Desk from a cellular phone dial 652-5700/5709. The<br />
information you provide is essential and will not delay<br />
response to your emergency.<br />

DIREctory ASSIStancE (info) CALLS<br />
This service is for official use only.<br />
1. Off-base <strong>Directory</strong> Assistance. Long distance directory<br />
assistance calls can be direct dialed (98 + AC + 555-<br />
1212 + Code) but must be for OFFICIAL GOVERN-<br />
MENT BUSINESS. Calls for off-base information<br />
are not fre.e. Your organization will be billed for the<br />
cost of these calls. Local information calls incur a cost<br />
of $.30 per call. To minimize these charges consult the<br />
SBC (Litepages) White and Yellow Pages found on the<br />
Randolph Home page. Calls for information within the<br />
state of Texas but outside the 210 area incur a cost of<br />
$.50 per call. All calls for information outside the state<br />
of Texas incur a cost of $.60 each.<br />
2. Toll-free (1-800) Information. We encourage class<br />
“A” telephone subscribers to use this service, if available,<br />
prior to placing official toll calls. Dial 99 + 1 + 800<br />
+ 555 + 1212 to obtain information for toll-free numbers<br />
of commercial businesses that offer incoming long distance<br />
toll calls at no charge to <strong>San</strong> <strong>Antonio</strong> callers. To<br />
place the call, dial 99 + 1 + 800, 99 + 1 + 866, 99 + 1 +<br />
877 or 99 + 1 + 888 and the 7-digit number.<br />

CONFERENCE CALLS<br />
All telephone on Randolph AFB, with the exception of<br />
some special feature phones and electronic key systems,<br />
are provided operator assisted and direct user three party<br />
conference call capability. Procedures are as follows:<br />
1. CONSULtation HOLD. To consult with another<br />
party and exclude the original party:<br />
a. While you have a party on the line, briefly depress<br />
and release the switch-hook ONCE. You will hear a<br />
special dial tone.<br />
b. Dial the extension you wish to consult with.<br />
c. When finished consulting, wait for the party to hang<br />
up. Then briefly press and release the switch-hook<br />
ONCE to return to your original call.<br />
2. THREE-WAY CONFerence. To add a third party to a<br />
call already in progress, follow the same procedures that<br />
you used for the consultation hold, but when you have<br />
reached the third party, briefly press and release the<br />
switch-hook ONCE. A three-way conversation will be initiated.<br />
NOTE: If during your attempt to achieve Consultation<br />
Hold or a Three-way Conference the third party’s number<br />
is busy or doesn’t answer, briefly press and release the<br />
switch-hook TWICE to return to your original call.<br />
3. MEET-ME CONFerence. (Up to 30 parties) Meetme<br />
conferences must be booked in advance. To book<br />
a Meet-me conference, dial 652-1110 and request the<br />
technician assign you a directory number to be dialed<br />
at a designated date and time. Each conferee is automatically<br />
added to the conference when the designated<br />
conference number is dialed. NOTE: The telephone<br />
operator cannot assist on or access this type of<br />
conference call.<br />
4. OPerator ASSISTED CONFerence. The operator<br />
assisted conference allows a telephone operator<br />
to establish up to a six-party conference connection<br />
(including the originator). Dial “0” and request the<br />
operator add on the requested parties. Be sure all<br />
information is readily available before requesting the<br />
conference and take time zones into consideration. For<br />
additional information on conference call capabilities,<br />
call <strong>Telephone</strong> Systems, 652-2015, opt. 1.<br />
5. VIDeo TELeconFerencinG. You may set up meetings<br />
and conferences with your colleagues throughout<br />
the Department of Defense by using the HQ AETC Video<br />
Teleconferencing Center (VTC). Without wasting time,<br />
money, and energy on unnecessary TDYs, video teleconferencing<br />
gives you all the advantages of a faceto-face<br />
conference, plus some options meetings lack.<br />
To inquire about video teleconferencing or to schedule<br />
a conference, call 652-3355 or 652-3353.<br />
DATA AND FACSimilE (Fax) TRANSmiSSionS<br />
1. Data TRANSMISSION<br />
a. Data processing equipment, to include computercontrolled<br />
graphics (other than Fax), word processors,<br />
mainframe or mini computers, and other similar<br />
equipment should use the Defense Data Network<br />
(DDN) whenever possible. Such equipment must<br />
be capable of disconnecting automatically upon<br />
cessation of transmission or circuit preemption.<br />
b. DSN users with requirements to use the DSN system<br />
for large volume, extended holding times (in excess<br />
of one hour) or for dedicated operational systems<br />
requiring switch data connectivity will coordinate<br />
with <strong>Telephone</strong> Systems, 652-2015, opt. 1 for<br />
technical evaluation of the requirements. This process<br />
is necessary to determine the impact and to<br />
reconfigure the network.<br />
