Randolph Air Force Base StandardS OF SErvicE The primary objective of the Randolph AFB telephone operators is to provide the best telephone service possible consistent with the facilities at their disposal and the information provided by the system subscribers. All telephone subscribers are entitled to the same grade of service. Preferential treatment or service should not be expected of telephone operators. This does not preclude emergency service when an actual emergency exists. PROMOTING GOOD TELEphonE SErvicE 1. AUTHoriZED USE. Military telephones and voice facilities are authorized for Government official communications only and must be restricted to calls essential to the accomplishment of the mission except as specified in paragraph 4. 2. COMPLaints. Operators are instructed to be uniformly courteous. Similar consideration on the part of subscribers is expected. Users will not reprimand nor enter into unnecessary conversation with the operators. Operators are forbidden to receive service complaints and are instructed to refer complaints to the Call Center Supervisor at 652-2609. They are not permitted to give their names, only their operator numbers. Please note the operator’s number when registering a complaint. 3. CONVersinG WitH OPerators. Telephone operators have been thoroughly indoctrinated in the necessity of courtesy, accuracy, and speed. Limit conversations with operators to requests for pertinent information, and their response in providing instructions for the placement of calls. Unnecessary conversation consumes time and prevents other users from receiving prompt attention and service. PROPER USE OF TELEphonES The service received from the base telephone system depends upon proper usage by subscribers. The following suggestions are offered: 1. breVitY. For economy and maximum use of available facilities, telephone conversations should be as brief and concise as possible. This is particularly true of long distance and international Defense Switched Network (DSN) calls. 2. PLanninG CALLS. Before dialing the operator to place a long distance call, be sure you have the correct number, your conversation planned and all available information needed to complete your call. Consult your directory for the correct number before dialing directory assistance. When requesting information from the operator, have pencil and paper handy to write down the telephone number. 3. PHONETIC ALPHabet. The phonetic alphabet shown below in pronouncing isolated letters and spelling out words normally difficult to understand over voice communications is authorized for combined, joint and intra-service use. A-ALPHA J-JULIET S-SIERRA B-BRAVO K-KILO T-TANGO C-CHARLIE L-LIMA U-UNIFORM D-DELTA M-MIKE V-VICTOR E-ECHO N-NOVEMBER W-WHISKEY F-FOX O-OSCAR X-X-RAY G-GOLF P-PAPA Y-YANKEE H-HOTEL Q-QUEBEC Z-ZULU I- INDIA R- ROMEO USE OF OFFICIAL TELEphonES for PERSonal BUSINESS Personal calls that must be made during duty hours over the commercial local or long distance network are authorized if the calls are consistent with the following: 1. They do not adversely affect the performance of official duties by employees or the employees’ organization. 2. They are of reasonable duration and frequency. 3. In the case of long distance calls, the calls are charged to the employee’s home telephone number, made to a toll-free number, charged to a personal telephone credit card or made collect to the distant number. 4. To place personal calling card, collect, and third number billing calls from Randolph, dial the toll free number for your long distance carrier as shown in the chart on this page. 5. TDY OFFnet CALLinG. When requesting offnet patching to your home, you should: a. Inform the base operator you are TDY from Randolph. b. Identify yourself by name, rank, organization and office symbol. c. We encourage you to place your calls Monday through Friday, 5 p.m. and 5 a.m. local time and anytime on weekends or holidays. Emergency calls are exempt from any time restriction. d. Limit your offnet requests to one 15 minute call per week. 6. MORALE CALLS. Air Force Policy permits the use of DSN for Health, Morale and Welfare (HMW) calls for active duty members and Air Force Civilians in unaccompanied status at isolated or remote locations, or TDY for more than 14 days, regardless of commercial telephone availability. a. The call should be placed through the originating installation operator or, in the absence of an installation operator, from a telephone under the commander’s supervision (i.e., command post, morale call tent) to ensure the prescribed controls are adhered to. b. Callers should state the purpose of the call (Morale Call/Hearts Apart) and identify the originating location. c. Calls are placed at ROUTINE precedence, and must not incur a toll charge to the base. Please try to limit to one 15 minute call per week. d. Calls will be processed during duty hours when official traffic permits, and must not interfere with operational requirements. Calls are subject to preemption by higher precedence calls. e. Immediate family members of active duty members in unaccompanied status or on extended TDY may place outgoing morale calls as part of the Family Support Center’s (FSC) “Hearts Apart” program. Family members must register with the FSC for authorization to place morale calls. The same provisions as outlined in paragraphs (a)–(c) apply. f. Family members are encouraged to place their calls Monday through Friday, 5 p.m. to 5 a.m. and anytime on weekends and holidays. 7. Western UNION. Unofficial Western Union telegrams may be telephoned directly to the Western Union Telegraph Company, (800) 325-6000, from any pay station located on base. Randolph Brooks Federal Credit Union and the Base Exchange also provide Western Union services. Transactions at the Exchange must be made in person at the cashier’s cage. The credit union performs this service for members between 8:30 a.m. and 4:30 p.m. Members may dial 945-3300 for member service and follow the voice prompts for a credit union representative. THE RANDOLPH AFB TELEphonE DIREctory 1. DIRECTORY FORMAT. Format of the base telephone directory is prescribed by AFI 33-111. Only those items of information which facilitate the use of the base telephone system are permitted. Three major sections are used in the directory: General Information, Organizational and Classified. a. The General Information Section contains the necessary information and instructions to obtain the best available telephone service. A list of frequently called Defense Switched Network (DSN) numbers is included. b. The Organizational Section consists of a listing of all units serviced by the base telephone system. Organizations in this directory are listed in the following order: • HQ AETC • 12 FTW • Associate Organizations c. Under each unit’s designation, the command section is followed by a functional list of principal staff offices arranged in alphabetical order by office symbol. This section reflects the complete organizational structure from the unit commander through the lowest functional section. d. The Classified Section consists of an alphabetical listing of all the principal activities by base function, mission or acronym. 2. DirectorY CHanGES. The Randolph AFB telephone directory is compiled from listings furnished by organizations and individuals via their Telephone Control Officers (TCO). TCOs should keep the Base Telephone Control Officer apprised of all changes in telephone numbers and key personnel. Additions, deletions, or corrections must be submitted as they occur. The directory can only be as accurate as the information furnished. 3. Distribution. TCOs are responsible for annual distribution of base telephone directories in their area of responsibility. They establish annual requirements for the number of directories desired. Request telephone directories through your unit’s TCO. RESponSibility OF TELEphonE USERS The base telephone system is Government owned and maintained. Subscribers are responsible for the proper use and care of installed telephones and associated equipment. 1. tamPerinG. a. Under no circumstances will persons other than authorized telephone maintenance personnel move, alter, affix device or make additions to telephone equipment. Tampering with telephones in any manner is prohibited.
