6.3.2 <strong>Drug</strong>-Related Deaths in the General Mortality Register<br />
An extract of drug-related deaths from the general mortality register – Information System of Deaths – was<br />
presented for the first time in <strong>2010</strong>. <strong>The</strong> register is administered by the <strong>Czech</strong> Statistical Office 96 , which provides the<br />
register to the Institute of Health Information and Statistics for further processing and publication 97 . To extract data<br />
about drug-related deaths from the death statistics, EMCDDA criteria are used. <strong>The</strong>se are based on selecting the<br />
corresponding diagnosis for the cause of death or combined causes and the mechanism of death. As a standard,<br />
EMCDDA selection B is used. This is based in selecting deaths where the cause of death is a mental disorder or<br />
behavioural disorder caused by illegal drugs and combinations thereof (dg. F11, F12, F14–16, F19) or in cases<br />
where there was accidental, intentional, or undetermined poisoning caused by illegal drugs, i.e. a combination of<br />

<strong>The</strong> Act on Health Services passed in 2011 will fundamentally change the process for sending Certificates of Post-Mortem<br />
Examination to and from various institutions (healthcare facilities, the register of births and deaths, and the Institute of Health<br />
Information and Statistics), the collection and reporting of diagnoses related to the death, and time limits for reporting. Moreover, several<br />
items of data, including the influence of narcotic and psychotropic substances on the death, are added to the report.<br />

In all cases of death in the <strong>Czech</strong> <strong>Republic</strong>, the physician diagnosing the death must complete a Certificate of Post-Mortem<br />
Examination which, if an autopsy is performed, is augmented by an autopsy diagnosis and sent to the register of births and deaths. At<br />
the register of births and deaths, data from the Certificate of Post-Mortem Examination are copied into a <strong>Czech</strong> Statistical Office form<br />
(<strong>Report</strong> of Death). <strong>The</strong> <strong>Czech</strong> Statistical Office then enters this <strong>info</strong>rmation into the Information System of Deaths database. WHO<br />
recommendations for coding the causes of death are applied. In the event that the physician or forensic medical examination<br />
department ascertains new facts regarding the cause of death, a change to the Certificate of Post-Mortem Examination is reported to<br />
the regional office of the Institute of Health Information and Statistics in Prague, Hradec Králové, Brno, or Ostrava, which passes this on<br />
to the <strong>Czech</strong> Statistical Office.<br />
