administration re<strong>for</strong>m, including proposals <strong>for</strong> actions in accordance with <strong>the</strong> Plan <strong>for</strong> <strong>the</strong><br />
implementation of <strong>the</strong> Strategy <strong>for</strong> modernization of <strong>the</strong> public administration.<br />
■ Under <strong>the</strong> project “Preparation <strong>for</strong> re<strong>for</strong>m of <strong>the</strong> civil service” a survey and a technical<br />
assessment was made of <strong>the</strong> existing system <strong>for</strong> HRM in <strong>the</strong> public administration, technical<br />
specification was drafted, several versions <strong>for</strong> new unified HRM system were developed, which can<br />
be implemented in <strong>the</strong> Bulgarian central administration in order to improve its effectiveness and<br />
efficiency.<br />
■ As a result of <strong>the</strong> project “Development of indicators <strong>for</strong> per<strong>for</strong>mance standards and<br />
streng<strong>the</strong>ning <strong>the</strong> capacity of selected administrative units <strong>for</strong> per<strong>for</strong>mance monitoring” a<br />
programme has been provided <strong>for</strong> training on <strong>the</strong> structural approach of <strong>the</strong> monitoring and<br />
assessment of <strong>the</strong> per<strong>for</strong>mance of <strong>the</strong> employees from <strong>the</strong> selected line ministries and a pilot<br />
programme <strong>for</strong> training on a structural approach <strong>for</strong> monitoring and per<strong>for</strong>mance appraisal, which<br />
contains a list of <strong>the</strong> respective subjects and target groups.<br />
■ Under <strong>the</strong> project “Development of target indicators <strong>for</strong> monitoring of <strong>the</strong> implementation<br />
of <strong>the</strong> Strategy <strong>for</strong> modernization of <strong>the</strong> administration and <strong>the</strong> plan <strong>for</strong> its implementation” <strong>the</strong><br />
system of indicators has been presented <strong>for</strong> monitoring and assessment of <strong>the</strong> Strategy <strong>for</strong><br />
modernization of <strong>the</strong> administration and <strong>the</strong> plan <strong>for</strong> its implementation and proposals concerning<br />
<strong>the</strong> possibilities <strong>for</strong> incorporation of <strong>the</strong> purposed indicators system into <strong>the</strong> existing management<br />
in<strong>for</strong>mation system <strong>for</strong> monitoring and strategic management of <strong>the</strong> introduction of e-Government in<br />
Bulgaria.<br />
At <strong>the</strong> end of <strong>2004</strong> a Phare project BG0203.07 “Streng<strong>the</strong>ning <strong>the</strong> capacity <strong>for</strong> HRM in <strong>the</strong><br />
Bulgarian public administration” has started. The project is directed mainly to <strong>the</strong> creation and<br />
application of an unified system <strong>for</strong> HRM at central, regional and municipal level by aiming to create<br />
also administrative capacity <strong>for</strong> policy <strong>for</strong>mulation and creation of practices <strong>for</strong> HRM in compliance<br />
with <strong>the</strong> polices and practices of <strong>the</strong> EU member states.<br />
The expected project results are:<br />
– Comparative critical analysis of <strong>the</strong> HRM practices existing in Bulgaria including <strong>the</strong><br />
existing pension schemes,<br />
– A model of a system <strong>for</strong> HRM and an common software developed.<br />
– Methodology <strong>for</strong> assessment of <strong>the</strong> labour <strong>for</strong>ce needed in <strong>the</strong> public administration.<br />
– Guidelines <strong>for</strong> personnel planning, organizational model and model <strong>for</strong> operational<br />
procedures, rights and responsibilities <strong>for</strong> <strong>the</strong> development of <strong>the</strong> employees and <strong>the</strong><br />
personnel.<br />
– Measures <strong>for</strong> streng<strong>the</strong>ning <strong>the</strong> HRM units in <strong>the</strong> administration at all levels.<br />
– Pilot implementation of <strong>the</strong> system in <strong>the</strong> administration at central, regional and<br />
municipal level (3 administrations at each level).<br />
Along <strong>the</strong> multi-annual programming Phare <strong>2004</strong>-2006 <strong>the</strong> following projects have been<br />
developed and approved in support of <strong>the</strong> modernization of <strong>the</strong> public administration:<br />
■ BG<strong>2004</strong>/016-711.10.04 “Increasing <strong>the</strong> capacity of <strong>the</strong> Commission <strong>for</strong> coordination of<br />
<strong>the</strong> anticorruption activities in <strong>the</strong> public administration and <strong>the</strong> judiciary” with a budget of EUR<br />
2 400 000.<br />
■ BG<strong>2004</strong>/016-711.10.02 “Support <strong>for</strong> <strong>the</strong> development of training programmes and<br />
training of representatives of minority and vulnerable groups” with a budget of EUR 1 500 000.<br />
■ BG<strong>2004</strong>/016-711.10.01 “Streng<strong>the</strong>ning <strong>the</strong> capacity of <strong>the</strong> Bulgarian public administration<br />
<strong>for</strong> <strong>the</strong> implementation of <strong>the</strong> e-Government strategy” with a budget of EUR 4 625 000, consisting of<br />
two subprojects:<br />
– Subproject 1: “Streng<strong>the</strong>ning <strong>the</strong> capacity <strong>for</strong> management and coordination of <strong>the</strong><br />
Directorate “In<strong>for</strong>mation technologies and communications” in <strong>the</strong> CoM <strong>for</strong> <strong>the</strong> application of <strong>the</strong> e-<br />
Government Strategy”.<br />
