■ New Decree of <strong>the</strong> CoM to be adopted in order to regulate <strong>the</strong> activities of <strong>the</strong> Council <strong>for</strong><br />
European Communication, in view of <strong>the</strong> new phase of <strong>the</strong> relations between Bulgaria and <strong>the</strong> EU<br />
after <strong>the</strong> completion of <strong>the</strong> negotiations and <strong>the</strong> start of a new phase of <strong>the</strong> Communication strategy.<br />
In accordance with Article 45 of <strong>the</strong> Law <strong>for</strong> <strong>the</strong> <strong>Administration</strong>, working groups under<br />
ministers could be created to serve specific purpose – <strong>the</strong> drafting of a specific normative act or<br />
searching <strong>for</strong> a solution in relation with <strong>the</strong> en<strong>for</strong>cement of a specific normative act. The<br />
determination of <strong>the</strong> interested parties is not bound to special rules and depends on <strong>the</strong> subject<br />
treated by <strong>the</strong> group. The working groups created under <strong>the</strong> ministers are 37. Seven of <strong>the</strong>m have<br />
been created in <strong>the</strong> year <strong>2004</strong>, 21 have actually had supportive activities and one – <strong>the</strong> Expert<br />
commission <strong>for</strong> drafting <strong>the</strong> law <strong>for</strong> amendment and supplement of <strong>the</strong> law <strong>for</strong> <strong>the</strong> <strong>the</strong> physical<br />
training and sport under <strong>the</strong> Minister of Youth and Sport has completed its activities.<br />
In <strong>2004</strong> five ministers have been assisted by working groups, established under Article 45 of<br />
<strong>the</strong> Law <strong>for</strong> <strong>the</strong> <strong>Administration</strong>. A Coordination council <strong>for</strong> in<strong>for</strong>mation and scientific activity has<br />
been functioning under <strong>the</strong> Minister of Interior, which has assisted <strong>the</strong> Minister to define <strong>the</strong><br />
priorities and <strong>for</strong>mulation of policies concerning <strong>the</strong> in<strong>for</strong>mation and scientific research activities in<br />
<strong>the</strong> ministry, <strong>the</strong>ir financial, material and technical provision, as well as <strong>for</strong> proposals <strong>for</strong> different<br />
managerial decisions <strong>for</strong> priorities and strategies <strong>for</strong> development of <strong>the</strong> activities, annual plans <strong>for</strong><br />
<strong>the</strong> scientific research and scientific applied institutes, <strong>the</strong> draft budget <strong>for</strong> <strong>the</strong> development of <strong>the</strong><br />
in<strong>for</strong>mation technologies, drafts of normative acts in <strong>the</strong> field of <strong>the</strong> in<strong>for</strong>mation and scientific<br />
activities, etc.<br />
The Minister of Agriculture and Forests has been assisted by 3 working groups – “Corn and<br />
cereals”, “Milk” and “Poultry and poultry processing”, which has been dealing with problems in <strong>the</strong><br />
respective sector and have interacted and coordinated <strong>the</strong>ir work with <strong>the</strong> professional<br />
organizations in <strong>the</strong> respective field.<br />
The National council <strong>for</strong> scientific research under <strong>the</strong> Minister of Education and Science has<br />
been created with view to participation in <strong>the</strong> drafting of a national strategy <strong>for</strong> scientific research<br />
and <strong>the</strong> report <strong>for</strong> <strong>the</strong> scientific research and <strong>the</strong> research activities in <strong>the</strong> scientific organizations<br />
and <strong>the</strong> high schools.<br />
The Minister of <strong>the</strong> Youth and Sport has been assisted by many working groups. Under <strong>the</strong><br />
Minister have been created 8 working groups and only one of <strong>the</strong>se has been established in <strong>2004</strong> –<br />
Experts medical commission, created to make medical examinations of elite sportsmen, to prepare<br />
statements, analysis and proposals <strong>for</strong> treatment abroad, <strong>for</strong> financial assistance from <strong>the</strong> Ministry<br />
of youth and sport.<br />
Seven working groups have been functioning in <strong>2004</strong> under <strong>the</strong> Minister of Defence, 5 of<br />
<strong>the</strong>m being created <strong>the</strong> same year – Education council, Council <strong>for</strong> defence acquisition, Expert<br />
technical-and-economic council <strong>for</strong> armament and equipment, Experts technical-and-economic<br />
council <strong>for</strong> R&D activities and an Advisory council on R&D activities.<br />
It is only <strong>the</strong> working group “Corn and cereals” under <strong>the</strong> Minister of Agriculture and Forests,<br />
<strong>the</strong> Central licensing commission and <strong>the</strong> Expert medical commission under <strong>the</strong> Minister of Youth<br />
and Sport that have not reported <strong>the</strong>ir activities in <strong>the</strong> year <strong>2004</strong>.<br />
