additional remuneration paid versus <strong>the</strong> total annual amount of <strong>the</strong> gross salary amounts to 16.23%.<br />
The average percentage ratio in <strong>the</strong> administration at central level is 20.99 % on <strong>the</strong> basis of<br />
184 reports. The ratio <strong>for</strong> <strong>the</strong> different types of administrative structures is as follows:<br />
■ ministries - an average of 21.93%;<br />
■ state agencies - an average of 9.69%;<br />
■ executive agencies - an average of 15.47%;<br />
■ administrative structures established with a law – an average of 24.30%;<br />
■ administrative structures established with CoM decree – an average of 14.25%;<br />
■ state commissions - an average of 9.48%.<br />
In <strong>the</strong> different structures at central <strong>the</strong>re is a serious difference in <strong>the</strong> reported ratio of <strong>the</strong><br />
total amount of additional remuneration versus <strong>the</strong> total annual amount of <strong>the</strong> gross salary:<br />
76 (i.e. 41.3%) of <strong>the</strong> structures at central level point between 0% and 10% ratio of <strong>the</strong> total<br />
amount of additional remuneration versus <strong>the</strong> total annual amount of <strong>the</strong> gross salary;<br />
■ 45 (i.e. 24,5%) structures have a ratio between 10 and 21%;<br />
■ 36 (19,6%) structures at central level report <strong>for</strong> a percentage ration between 21 and 50%;<br />
■ 16 (i.e. 8,7%) have a ratio of 50%;<br />
■ 5 (i.e. 2,6%) structures at central level report a percentage ratio of 50 to 70%;<br />
■ 2 (i.e. 1,1%) structures point to a percentage ratio of 70 to 100% and<br />
■ 4 (i.e. 2,2%) structures at central level report 100% and over 100% of <strong>the</strong> total amount of<br />
additional remuneration paid versus <strong>the</strong> total annual gross salary. These are <strong>the</strong> National agency<br />
<strong>for</strong> evaluation and accreditation, <strong>the</strong> Regional education inspectorate - Burgas, Ministry of Finance<br />
and <strong>the</strong> Agency <strong>for</strong> nuclear regulation, and <strong>the</strong> highest percentage ratio - 168% has been reported<br />
in <strong>the</strong> Agency <strong>for</strong> nuclear regulation.<br />

In <strong>the</strong> regional administrations <strong>the</strong> percentage ratio of <strong>the</strong> total amount of <strong>the</strong> additional<br />
remuneration paid (including additional financial incentives, allowances, benefits, etc.) versus <strong>the</strong><br />
total annual amount of <strong>the</strong> gross salary amounts to an average of 17.93%.<br />
18 (i.e. 64.3%) regional administrations, report that <strong>the</strong> ratio is up to 10%; 4 (i.e. 14.3%)<br />
regional administration report a ratio between 10 and 20%; in o<strong>the</strong>r 4 (i.e. 14.3%) administrations it<br />
is 50% and in two regional administrations (i.e.7.1%) it is over 50 %.<br />
