of electronic signatures in <strong>the</strong> administration (01.01.2005) 14 994 documents have been processed.<br />

The highest number of electronically signed documents has been processed in <strong>the</strong> Commission <strong>for</strong><br />

financial surveillance – 12 984.<br />

Concerning <strong>the</strong> issued electronically signed documents during <strong>the</strong> first month of 2005, 6 424<br />

documents have been issued, and <strong>the</strong>ir number has increased with 11 635 to <strong>the</strong> moment of filling<br />

<strong>the</strong> inquiry <strong>for</strong>m. The highest number of electronically signed documents has been issued by <strong>the</strong><br />

Ministry of Energy and Energy resources – 14 325.<br />

By analyzing <strong>the</strong> answers presented by <strong>the</strong> administrative structures no clear picture could<br />

be obtained where to define one or several centres suitable <strong>for</strong> <strong>the</strong> building of systems <strong>for</strong> electronic<br />

in<strong>for</strong>mation exchange. This gives two directions <strong>for</strong> <strong>the</strong> development of such systems in <strong>the</strong> future –<br />

ei<strong>the</strong>r an unified system which from its start will cover all <strong>the</strong> administrations, or an open system<br />

wherein every administration could be incorporated in <strong>the</strong> moment it gets ready <strong>for</strong> this. The<br />

majority of administrations think that <strong>the</strong>re is a need <strong>for</strong> legislation to regulate <strong>the</strong> electronic<br />

in<strong>for</strong>mation exchange in <strong>the</strong> administration. This has been indicated by 69% of <strong>the</strong> structures.<br />

The accessible, cheap and effective Internet acquires ever greater importance <strong>for</strong> <strong>the</strong><br />

competitiveness both of Europe and of Bulgaria. It is <strong>for</strong> a second year, that <strong>the</strong> data from <strong>the</strong><br />

sociological survey of NZIOM show that <strong>the</strong> more frequently <strong>the</strong> citizens have to communicate with<br />

<strong>the</strong> different administrative services, <strong>the</strong> more attractive Internet is as a means <strong>for</strong> ga<strong>the</strong>ring of<br />

in<strong>for</strong>mation. At <strong>the</strong> same time every year <strong>the</strong>re is an increase in <strong>the</strong> share of employees using <strong>the</strong><br />

Internet. In 2003, 18 administrations have indicated that <strong>the</strong>y do not have access to Internet. In<br />

<strong>2004</strong> this number has been reduced to 5 administrations, which have indicated that <strong>the</strong>y have no<br />

access to Internet (1%). The most widely used is <strong>the</strong> cable Internet (54%), followed by <strong>the</strong> centrally<br />

provided Internet through <strong>the</strong> public administration network (21%). 10% of <strong>the</strong> administration use<br />

dial-up, wide band technologies such as ADSL or hired lines are used by 14% of <strong>the</strong> administration.<br />
