Fur<strong>the</strong>r to <strong>the</strong> training funds specially allocated, 44% of <strong>the</strong> structures have absorbed also<br />
<strong>the</strong> funds <strong>for</strong> training planned in <strong>the</strong>ir budgets.<br />
The number of administrations that have absorbed less than 30% of <strong>the</strong> funds is 26, of<br />
which 5 structures at central level (Ministry of Environment and Waters – 20%, <strong>the</strong> Executive<br />
agency <strong>for</strong> <strong>the</strong> vine and <strong>the</strong> wine – 13%, <strong>the</strong> Bulgarian-German centre <strong>for</strong> vocational training –<br />
Stara Zagora – 0%, <strong>the</strong> Basin directorate Blagoevgrad – 3%, <strong>the</strong> Regional education inspectorate<br />
Haskovo - 25%) and 21 municipal administrations (Zlataritza – 7%, Kresna – 5%, Simeonovgrad –<br />
20%, etc.).<br />
The total number of employees who have undergone training in <strong>2004</strong> is 29 797, out of which<br />
25 307 (37%) 7 in <strong>the</strong> central administration and 4 490 (23%) in <strong>the</strong> territorial administration. As<br />
compared to 2003, this number has increased with 8% <strong>for</strong> <strong>the</strong> central administration and with 11%<br />
<strong>for</strong> <strong>the</strong> territorial administration.<br />

10 683 employees of <strong>the</strong> central administration and 1 961 employees of <strong>the</strong> territorial<br />
administration underwent compulsory training in <strong>2004</strong>. Of <strong>the</strong>se, 1 074 at managerial positions and<br />
9 609 at expert positions <strong>for</strong> <strong>the</strong> central administration, and 560 at managerial positions and 1 401<br />
at expert positions in <strong>the</strong> territorial administration. 2 547 employees of <strong>the</strong> employees that have<br />
undergone specialized training have been trained in <strong>the</strong> Institute <strong>for</strong> <strong>Public</strong> <strong>Administration</strong> and<br />
European Integration along <strong>the</strong> programs <strong>for</strong> newcomers, newly appointed managers, integration of<br />
Bulgaria to <strong>the</strong> EU, and prevention of corruption.<br />
The largest number of employees have undergone narrowly specialized training – 14 353<br />
(13 107 at central level and 1 246 at territorial level). In <strong>the</strong> central administration <strong>the</strong> second place<br />
is occupied by training in in<strong>for</strong>mation technology – 3 068 employees, and at territorial level – <strong>the</strong><br />
training in legal regulations and <strong>the</strong> organization of administrative activities – 975 employees. The<br />
lowest number of employees in <strong>the</strong> central administration have undergone training in financial<br />
management – 1 102, while <strong>for</strong> territorial administrations <strong>the</strong> bottom position is occupied by <strong>for</strong>eign<br />
language training – 107 employees, as it was established in 2003 as well.<br />
According to a survey of <strong>the</strong> National Center <strong>for</strong> <strong>Public</strong> Opinion Studies (NZIOM) 44,6% of<br />
<strong>the</strong> employees consider that <strong>the</strong> training opportunities <strong>the</strong>y were given match <strong>the</strong>ir desires. 46,7%<br />
state that <strong>the</strong> possibility <strong>for</strong> improvement of <strong>the</strong>ir qualification presented by <strong>the</strong> administration<br />
matches <strong>the</strong>ir desires partially.<br />
In <strong>2004</strong>, 35 676 employees underwent courses <strong>for</strong> specialized training at <strong>the</strong> Institute <strong>for</strong><br />
<strong>Public</strong> <strong>Administration</strong> and European Integration which is with 35% more than in 2003. 227<br />
employees have visited courses organized by TAIEX (<strong>the</strong> Ministry of Environment and Waters – 22,<br />
<strong>the</strong> Executive agency “Railway administration – 15, <strong>the</strong> National veterinary-medical service – 45<br />
and o<strong>the</strong>r structures mainly at central level). The largest number is <strong>the</strong> number of employees who<br />
have undergone training at o<strong>the</strong>r training institutions - 9,986. The training institutions most often<br />
mentioned are: Bulgarian universities (New Bulgarian University, <strong>the</strong> Sofia University “Kliment<br />
