■ Top organize systematic training of representatives of all administrations <strong>for</strong> <strong>the</strong> use and<br />

application of IT – <strong>the</strong> answers to <strong>the</strong> inquiry show that many people from <strong>the</strong> administration are not<br />

aware of what <strong>the</strong> e-Government ot an electronic service is.<br />

■ To introduce a compulsory test <strong>for</strong> computer skills <strong>for</strong> <strong>the</strong> employees in <strong>the</strong> administration<br />

and on <strong>the</strong> basis of <strong>the</strong> test results to develop a training programme <strong>for</strong> improvements of <strong>the</strong><br />

computer skills of <strong>the</strong> employees.<br />

■ To plan <strong>the</strong> gradual replacement of all computers with processors of less than 600 MHz<br />

frequency aimed to facilitate <strong>the</strong> transition to <strong>the</strong> e-Government.<br />

■ To increase <strong>the</strong> bughets <strong>for</strong> It in <strong>the</strong> administration.<br />

XII.9. e-Government<br />

■ The percentage of <strong>the</strong> municipalities not committed to <strong>the</strong> process of building <strong>the</strong> e-<br />

Government is still high (52%), but compared to <strong>the</strong> data from <strong>the</strong> last year it could be concluded<br />

that <strong>the</strong>re is wuite a progress in <strong>the</strong> commitment of <strong>the</strong> municipal administrations.<br />

■ Still high is <strong>the</strong> number of <strong>the</strong> administrative structures in <strong>the</strong> public administration (190),<br />

which have indicated that <strong>the</strong>y have not developed strategic or operational plans <strong>for</strong> <strong>the</strong> introduction<br />

of e-governance.<br />

■ In 41% of <strong>the</strong> structures at central level and in 28% at municipal level <strong>the</strong> task <strong>for</strong> <strong>the</strong><br />

management of <strong>the</strong> process <strong>for</strong> <strong>the</strong> introduction of <strong>the</strong> e-Government has been entitled to “o<strong>the</strong>r”<br />

employees but in this year we could expect that <strong>the</strong> tendency <strong>for</strong> <strong>the</strong> higher levels to undertake <strong>the</strong><br />

responsibilities will be preserved.<br />

■ Compared to 2003 <strong>the</strong>re is a clear tendency <strong>for</strong> <strong>the</strong> increase of <strong>the</strong> share of<br />

administrations which have determined <strong>the</strong> role, <strong>the</strong> rights and <strong>the</strong> obligations <strong>for</strong> <strong>the</strong><br />

implementation of <strong>the</strong> e-Government projects.<br />

■ Every fifth Bulgarian citizent expresses wirh to identify himself in an electronic way.<br />

Recommendations:<br />

■ The managers of <strong>the</strong> process <strong>for</strong> building <strong>the</strong> e-Government have to make a<br />

trans<strong>for</strong>mation of <strong>the</strong> working processes in order to achieve good governance.<br />

■ To make an analysis of <strong>the</strong> working processes in <strong>the</strong> administration in order to close<br />

down <strong>the</strong> inefficient functions and to optimize <strong>the</strong> process of work through introduction of standards.<br />

■ To build-up an integrated Internet-based system <strong>for</strong> delivery of administrative services by<br />

providing <strong>the</strong> normative and organizational prerequisited <strong>for</strong> this.<br />

■ To use <strong>the</strong> public-private partnership <strong>for</strong> attraction of <strong>the</strong> civil society in <strong>the</strong> governance.<br />

■ To direct <strong>the</strong> projects related to <strong>the</strong> e-Government towards improvement of <strong>the</strong><br />

transparency, encouragement of <strong>the</strong> active civil participation in <strong>the</strong> governance process and<br />

reduction of <strong>the</strong> administrative and financial burden.<br />

■ To make ef<strong>for</strong>ts <strong>for</strong> overcoming of <strong>the</strong> traditional unwillingness <strong>for</strong> joint work of <strong>the</strong><br />

administrative structures.<br />

■ To make use of <strong>the</strong> best practices.<br />

■ To develop <strong>the</strong> courses and <strong>the</strong> training programmes in <strong>the</strong> field of e-Government.<br />

■ To create a programme structure and organization of horizontal communication between<br />

<strong>the</strong> heads of <strong>the</strong> IT units in <strong>the</strong> public administration.<br />

XII.10. Projects supporting <strong>the</strong> modernization of <strong>the</strong> state administration<br />

■ In <strong>2004</strong> Phare projects supporting <strong>the</strong> public administration re<strong>for</strong>m were approved at an<br />

amount of EUR 15 950 000.<br />
