In <strong>the</strong> year <strong>2004</strong> training was organized <strong>for</strong> more than 150 employees which have to make<br />
entries and to exercise control in <strong>the</strong> 28 Regional health centres, 28 Regional education<br />
inspectorates, <strong>the</strong> Directorates National Parks, <strong>the</strong> Basin directorates, <strong>the</strong> Regional inspections <strong>for</strong><br />
environment and waters and <strong>the</strong> 24 regional administrations of Sofia municipality.<br />
In February <strong>2004</strong> training was organized also in relation to <strong>the</strong> use of <strong>the</strong> possibility realized<br />
in <strong>the</strong> year 2003 <strong>for</strong> centralized provision of legal in<strong>for</strong>mation <strong>for</strong> <strong>the</strong> Register. The participants were<br />
employees from all ministries, administrative structures under <strong>the</strong> Council of Ministers and <strong>the</strong> 28<br />
regional administrations.<br />
The basic aim of <strong>the</strong> training carried out <strong>for</strong> employees making entries and executing control<br />
on <strong>the</strong> in<strong>for</strong>mation in <strong>the</strong> Register is <strong>the</strong> provision of methodical assistance and improvement of <strong>the</strong><br />
efficiency of keeping it.<br />
The problems faced in <strong>the</strong> year 2003 in relation with <strong>the</strong> requirements <strong>for</strong> entry of<br />
in<strong>for</strong>mation <strong>for</strong> <strong>the</strong> regulatory regimes and <strong>the</strong> published acts <strong>for</strong> <strong>the</strong>ir application in <strong>the</strong> Register are<br />
not yet overcome.<br />
All territorial administrations have difficulties in determining <strong>the</strong> number and <strong>the</strong> type of<br />
regulatory regimes, which are administered by <strong>the</strong> regional governors and <strong>the</strong> mayors of<br />
municipalities, and of <strong>the</strong> issued individual administrative acts subject to entry. The diversity of <strong>the</strong><br />
in<strong>for</strong>mation entered into <strong>the</strong> Register by <strong>the</strong> territorial administrations is in support to this problem.<br />
In <strong>the</strong> year <strong>2004</strong> in<strong>for</strong>mation <strong>for</strong> <strong>the</strong> regulatory regimes administered by <strong>the</strong> administrative<br />
structures of <strong>the</strong> executive has been entered into <strong>the</strong> Register by 11 ministries, 67 structures at<br />
central level, 8 regional administrations (Varna, Dobrich, Pazardjik, Pleven, Plovdiv, Russe, Sofia<br />
and Jambol) and 129 municipal administration. The in<strong>for</strong>mation entered <strong>for</strong> 580 regulatory regimes<br />
administered by <strong>the</strong> central administration, from 1 to 4 regulatory regimes administered by <strong>the</strong><br />
regional administrations and from 1 to 40 regulatory regimes administered by <strong>the</strong> municipal<br />
administrations. Out of <strong>the</strong>m:<br />
■ 54 licensing regimes are administered by <strong>the</strong> central administration and up to 8 regimes<br />
by <strong>the</strong> municipal administrations (municipal administration Rakovski);<br />
■ 236 permission regimes are administered by <strong>the</strong> central administration, 1 to 4 by <strong>the</strong><br />
regional administrations and from 1 to 24 by <strong>the</strong> municipal administrations.<br />
■ 170 registration regimes are administered by <strong>the</strong> central administration, 1 registration<br />
regime is administered by <strong>the</strong> regional administration and between 1 and 40 regimes by <strong>the</strong><br />
municipal administrations;<br />
■ 120 coordination regimes are administered by <strong>the</strong> central administration and between 1<br />
and 9 regimes by <strong>the</strong> municipal administration.<br />
After <strong>the</strong> restructuring of <strong>the</strong> Agency <strong>for</strong> small and medium enterprises <strong>the</strong>re is no efficient<br />
methodical assistance and control <strong>for</strong> <strong>the</strong> correctness, completeness and actuality of <strong>the</strong><br />
in<strong>for</strong>mation <strong>for</strong> <strong>the</strong> regulatory regimes because of <strong>the</strong> lack of a specific unit to carry out <strong>the</strong>se<br />
functions and which is concerned with <strong>the</strong> economic sector policy. The lack of methodical<br />
instructions and assistance by experts competent in <strong>the</strong> field renders more difficult <strong>the</strong> work of <strong>the</strong><br />
employees who are obliged to make entries of in<strong>for</strong>mation <strong>for</strong> <strong>the</strong> regulatory regimes.<br />
In <strong>the</strong> year <strong>2004</strong>, 382 894 individual acts are entered into <strong>the</strong> Register, out of which 270 903<br />
are entered by <strong>the</strong> central administration and 111 991 by <strong>the</strong> territorial administrations (342 by <strong>the</strong><br />
regional ones, 55 634 by <strong>the</strong> municipal administrations and 56 015 by <strong>the</strong> administrations of<br />
municipal regions). From <strong>the</strong> acts entered:<br />
■ 36 468 are entries <strong>for</strong> licenses <strong>for</strong> economic activities (30122 licenses by <strong>the</strong> central<br />
administration, 6 053 by <strong>the</strong> municipal administrations and 293 licenses by <strong>the</strong> administrations of<br />
<strong>the</strong> municipal regions);<br />
■ 209 967 are <strong>the</strong> entered permissions <strong>for</strong> economic activities (143 757 permissions from<br />
<strong>the</strong> central administration, 88 permissions by <strong>the</strong> regional administrations, 36 546 permissions by<br />
<strong>the</strong> municipal administrations and 29 576 permissions by <strong>the</strong> municipal regions);<br />
