field of food safety by preparing <strong>the</strong> proposals <strong>for</strong>warded by <strong>the</strong> Ministry to be discussed by <strong>the</strong><br />

National council <strong>for</strong> food safety. The recruitment of experts in <strong>the</strong> Directorate is in progress.<br />

For <strong>the</strong> implementation of Regulations 2081/1992 and 2082/1992 and in accordance with a<br />

commitment undertaken with <strong>the</strong> document CONF-BG 56/02 in Chapter 7 “Agriculture” <strong>for</strong> <strong>the</strong><br />

establishment of an authority <strong>for</strong> registration and control of geographic designations and foods with<br />

traditionally specific character under <strong>the</strong> Directorate “Integration policy” of <strong>the</strong> Ministry <strong>for</strong><br />

Agriculture and Forests a special unit has been established <strong>for</strong> registration and control of<br />

agricultural products and foods with appellations of origin and traditionally specific character. A<br />

competition procedure has been organized <strong>for</strong> <strong>the</strong> selection of <strong>the</strong> personnel and <strong>the</strong> respective<br />

experts have been employed from <strong>the</strong> 1 st August <strong>2004</strong>.<br />

In relation with <strong>the</strong> implementation of Regulation 1788/2003 and with a commitment<br />

undertaken in <strong>the</strong> additional in<strong>for</strong>mation to <strong>the</strong> negotiation position (CONF-BG 56/02) in Chapter 7<br />

“Agriculture” until <strong>the</strong> end of <strong>2004</strong> to be established a register <strong>for</strong> <strong>the</strong> buyers of cow milk (stations<br />

<strong>for</strong> milk processing and collection) to Directorate “Cattle breeding” of <strong>the</strong> Ministry of Agriculture and<br />

Forests a new department has been established “Monitoring of <strong>the</strong> production of cow milk and<br />

realization of <strong>the</strong> milk quotas” in which a register is kept <strong>for</strong> <strong>the</strong> milk processors and milk collectors.<br />

In relation with <strong>the</strong> realization of a commitment undertaken with <strong>the</strong> document CONF-BG 56/02 in<br />

<strong>the</strong> same directorate <strong>the</strong>re is established ano<strong>the</strong>r new department “Qualification and classification<br />

of meat” which controls <strong>the</strong> respecting of <strong>the</strong> rules <strong>for</strong> qualification and classification of clinic<br />

carcasses of swine, cattle and small farm animals and participates in arbitration procedures <strong>for</strong> <strong>the</strong><br />

settlement of disputes <strong>for</strong> qualification and classification of clinic carcasses, etc.<br />

In view of <strong>the</strong> application of Framework Directive 70/156 and 56 component directives and<br />

Framework Directive 2002/24 and 13 component directives amendments were made in <strong>the</strong> Rules of<br />

procedure of <strong>the</strong> Executive agency “Automobile administration” (State gazette, Nr. 53/<strong>2004</strong>)<br />

according to which a new Directorate “Road vehicles” is established with staff of 16 employees,<br />

which will work on issues, related to type approval of vehicles and trailers <strong>for</strong> <strong>the</strong>m.<br />

For <strong>the</strong> application of Framework Directive 74/150/EEC and 23 specific directives to it from<br />

1 st May <strong>2004</strong> a new department “Type approval, market control and in<strong>for</strong>mation services” within<br />

Directorate “Legal, in<strong>for</strong>mation, administrative and financial service” has been established by<br />

amendments made in <strong>the</strong> Rules of procedure of <strong>the</strong> Control-Technical Inspection. Work is carried<br />

out <strong>for</strong> <strong>the</strong> streng<strong>the</strong>ning of <strong>the</strong> administrative capacity through training of <strong>the</strong> employees in relation<br />

to <strong>the</strong> basic principles <strong>for</strong> <strong>the</strong> type approval of <strong>the</strong> new wheel tractors, systems and components <strong>for</strong><br />

<strong>the</strong>m and <strong>the</strong> launching of a Phare project BG020502.11 “Streng<strong>the</strong>ning of <strong>the</strong> administrative<br />

capacity of <strong>the</strong> Control-Technical Inspection - Introduction of a system <strong>for</strong> market control <strong>for</strong> type<br />

approval of new wheel tractors”.<br />

In implementation of <strong>the</strong> requirements of Directive 94/56 <strong>for</strong> <strong>the</strong> establishment of an<br />

independent investigation authority <strong>for</strong> analysis of <strong>the</strong> incidents and accidents in <strong>the</strong> field of <strong>the</strong> air<br />

transport, which have been transposed in <strong>the</strong> Law <strong>for</strong> <strong>the</strong> amendment and supplement of <strong>the</strong> Law<br />

<strong>for</strong> <strong>the</strong> civil navigation (State gazette, Nr. 52/<strong>2004</strong>) within <strong>the</strong> Ministry of Transport and<br />

Communications a specialized unit “Investigation of <strong>the</strong> aviation accidents and serious incidents “ is<br />

already functioning.<br />

Within General Directorate “Civil air transport aviation” two new directorates have been<br />

established through restructuring, i.e. “Aviation safety” which will per<strong>for</strong>m <strong>the</strong> actions necessary <strong>for</strong><br />

<strong>the</strong> grant of licenses, permissions, certificates, testimonials and approvals and will execute control<br />

on <strong>the</strong> civil navigation and <strong>the</strong> navigation facilities and Directorate “Airport airnavigation provision,<br />

international and economic regulation” which will control <strong>the</strong> persons and <strong>the</strong> legal entities in<br />

relation with <strong>the</strong> safety and <strong>the</strong> economic aspects of <strong>the</strong> safety in <strong>the</strong> civil navigation, and will<br />

control <strong>the</strong> civil airports and <strong>the</strong> flying grounds, air navigation and o<strong>the</strong>r facilities related to <strong>the</strong> civil<br />

navigation and will organize and realize <strong>the</strong> activities of <strong>the</strong> Directorate General “Civil air transport<br />

aviation” related to <strong>the</strong> realization of <strong>the</strong> obligations stemming from <strong>the</strong> international contracts, to<br />

which is <strong>the</strong> Republic of Bulgaria is a party, and its membership in <strong>the</strong> organizations in <strong>the</strong> field of<br />

<strong>the</strong> civil navigation.<br />
