The chief executives of 91 structures at central level and 179 structures at territorial level<br />

state that <strong>the</strong>y have at <strong>the</strong>ir disposal <strong>the</strong> necessary human resources, which is with 46 more than in<br />

2003 <strong>for</strong> <strong>the</strong> territorial administration. In 93 structures at central level and 98 at territorial level <strong>the</strong><br />

number of personnel and <strong>the</strong> capacity of human resources are insufficient.<br />

The survey of NZIOM concerning <strong>the</strong> human resources <strong>for</strong> efficient functioning of <strong>the</strong><br />

administration has been made both among executives and among employees. According to <strong>the</strong><br />

survey 50,1% think that <strong>the</strong> number of employees is less than needed, 41% think that <strong>the</strong>y are as<br />

many as needed, and 4,8% think that this number is more than needed.<br />

In <strong>the</strong> administration at central level, <strong>the</strong> majority of <strong>the</strong> executives - 114 (62%) state that<br />

<strong>the</strong>ir administration is availed with <strong>the</strong> financial resources needed <strong>for</strong> <strong>the</strong> effective functioning of <strong>the</strong><br />

structure. For <strong>the</strong> territorial administrations this number is 117.<br />

Unsatisfactory level of <strong>the</strong> needed financial resources is pointed out by 70 (38%) of <strong>the</strong><br />

structures at central level, and compared to <strong>the</strong> year 2003 this percentage is with 8% lower. For <strong>the</strong><br />

administrations at territorial level 160 structures report <strong>for</strong> insufficient financial resources which<br />

compared to <strong>the</strong> data <strong>for</strong> 2003 shows an increase of <strong>the</strong> number of <strong>the</strong>se structures with 11.<br />

The indicator “spent financial resources <strong>for</strong> <strong>the</strong> achievement of <strong>the</strong> goals of <strong>the</strong><br />

administration” is based on monitoring and analysis of <strong>the</strong> quality of management in <strong>the</strong> sphere of<br />

financial provision of <strong>the</strong> predetermined goals of <strong>the</strong> administration, including:<br />

■ <strong>the</strong> preliminary and specific planning of funds in <strong>the</strong> budgets of <strong>the</strong> respective<br />

administrations;<br />

■ monitoring of <strong>the</strong> financial provision, which is a prerequisite <strong>for</strong> achievement of <strong>the</strong> goals<br />

<strong>the</strong>mselves;<br />

■ management in <strong>the</strong> conditions of insufficient planned budget resources;<br />

■ benchmarking and making <strong>the</strong> good practices public through <strong>the</strong> annual report.<br />
