procedure of <strong>the</strong> Commission <strong>for</strong> Protection of <strong>the</strong> Competition, <strong>the</strong> Ministry of <strong>the</strong> Foreign Affairs,<br />

<strong>the</strong> Ministry of Economy, <strong>the</strong> Ministry of Justice, <strong>the</strong> National Statistics Institute and <strong>the</strong> municipal<br />

administrations Antonovo, Beloslav, Varna, Dolni chflik, Novi Pazar, Polski Trambesh and Pravetz.<br />

The Rules of procedure of 111 structures (60%) at central level and 71 (32%) at municipal<br />

level remained unchanged in <strong>2004</strong>.<br />

The frequent amendments in <strong>the</strong> Rules of procedure are as a result of lack of clearly defined<br />

strategic goals, transfer or closing of functions in accordance with commitments undertaken with<br />

respect to <strong>the</strong> EU, necessity <strong>for</strong> <strong>the</strong> implementation of additional functions, necessity <strong>for</strong> additional<br />

human resources, etc.<br />

In most cases <strong>the</strong> amendments of <strong>the</strong> Rules of procedure is provoked by <strong>the</strong> necessity <strong>for</strong><br />

increasing <strong>the</strong> number of staff (27 structures at central level and 87 at territorial level) or because of<br />

change in <strong>the</strong> structure (40 administrations at central level and 129 at territorial level).<br />

Among <strong>the</strong> most frequent causes <strong>for</strong> amendments of <strong>the</strong> Rules of procedure is also <strong>the</strong><br />

application of <strong>the</strong> new legislation (29 administrations at central level and 30 at territorial level),<br />

reduction of <strong>the</strong> number of staff (7 a central level and 22 at territorial level), implementation of<br />

recommendations following <strong>the</strong> functional analysis carried out (12 at central level, among which <strong>the</strong><br />

Ministry of Finance, <strong>the</strong> Ministry of Defence, Executive agency “Certification and Testing”,<br />

Directorate General "Civil air traffic administration”, etc. and 5 at territorial level – <strong>the</strong> municipal<br />

administrations Gorna Oriahovitza, Guliantzi, Dzebel, Lukovit and Maritza).<br />

Because of <strong>the</strong> necessity to create a structural unit in realization of commitments undertaken<br />

in relation to <strong>the</strong> EU, amendments in 8 structures at central level have been effected (State Agency<br />

"State and и military reserves", <strong>the</strong> Ministry of Education and Science, <strong>the</strong> Ministry of Environment<br />

and Waters, <strong>the</strong> Ministry of Transport and Communications, Executive Agency “Maritime<br />

administration”, and <strong>the</strong> Regional Inspections <strong>for</strong> environment and waters in Burgas, Haskovo and<br />

Shumen) and 7 structures at territorial level (municipal administrations Ardino, Guliantzi, Dospat,<br />

Pazardjik, Septemvri, Silistra, Sozopol).<br />

Among <strong>the</strong> reasons <strong>for</strong> <strong>the</strong> amendment of <strong>the</strong> Rules of procedure pointed out in <strong>the</strong> reports<br />

of <strong>the</strong> administrative structures one can find also: en<strong>for</strong>cement of <strong>the</strong> requirements of <strong>the</strong> directives<br />

<strong>for</strong> operational compatibility of EU in <strong>the</strong> field of railway transport (Executive Agency “Railway<br />

administration”), optimization of <strong>the</strong> functions and <strong>the</strong> competences in view of <strong>the</strong> development of<br />

<strong>the</strong> National plan <strong>for</strong> development of <strong>the</strong> Republic of Bulgaria (Executive Agency <strong>for</strong> economic<br />

analyses and <strong>for</strong>ecasts), undertaking <strong>the</strong> functions related to <strong>the</strong> collection of <strong>the</strong> local taxes and<br />

fees <strong>for</strong> municipal waste from <strong>the</strong> Tax administration (municipal administration Veliki Preslav),<br />

application and grant of ISO 9001-2000 certificate <strong>for</strong> quality of <strong>the</strong> administrative services (<strong>the</strong><br />

municipal administrations Ihtiman and Novi Pazar), optimization of <strong>the</strong> organizational connections in<br />

<strong>the</strong> administration (municipal administration Tvarditza).<br />

There are activities and functions that have been outsourced from 35 administrative<br />

structures through <strong>the</strong> establishment of public state-owned or municipal enterprises (<strong>the</strong> Ministry of<br />

Education and Science, <strong>the</strong> Ministry of Justice, <strong>the</strong> Ministry of Labour and Social Policy, <strong>the</strong><br />

municipal administrations batak, Vratza, Kostenetz, Teteven, etc.). Functions and activities have<br />

been outsourced through <strong>the</strong> establishment of state owned enterprises in compliance with Artcle 62,<br />

paragraph 3 of <strong>the</strong> Trade Law from <strong>the</strong> Ministry of Energy and Energy Resources, <strong>the</strong> National<br />

Forest Service, <strong>the</strong> municipal administration Jakoruda, <strong>the</strong> Regional Inspection <strong>for</strong> <strong>the</strong> Environment<br />

and Waters in Pleven.<br />

Functions from 9 administrative structures have been outsourced through <strong>the</strong> granting of<br />

<strong>the</strong>ir administration to persons from <strong>the</strong> private sector, branch or o<strong>the</strong>r non-governmental<br />

organizations.<br />

The Tax administration has assigned <strong>the</strong> administration of <strong>the</strong> local taxes and fees to <strong>the</strong><br />

municipal administrations. The State Agency “State and military reserve” has assigned <strong>the</strong><br />

safeguarding of part of its warehouses by signing a service contract. The Directorate “National<br />

Park” - Gabrovo, <strong>the</strong> Commission <strong>for</strong> regulation of communications and <strong>the</strong> municipal<br />

administrations Bozhurishte, Silistra and Shabla have transferred activities related to regulatory<br />
