Program Control provides the expertise required to manage the business and financial aspects of all<br />

<strong>GOES</strong>-R activities. The Budget Officer, who serves as the head of the Program Control, reports to the<br />

SPD and is responsible for the day-to-day monitoring, management and control of all budget and financial<br />

management activities. <strong>GOES</strong>-R Program Control will provide integrated support to all organizational<br />

elements within the <strong>GOES</strong>-R Program. Primary responsibilities include program-level strategic planning,<br />

action item management, policy development and coordination, Federal Managers' Financial Integrity Act<br />

(FMFIA) execution, communications, human resource administration and management services, budget<br />

formulation, execution, financial analysis and programmatic planning to include Earned Value<br />

Management (EVM), Capital Planning, property management and inventory control. A summary of<br />

Program Control responsibilities is provided below.<br />

• Executes the program-level strategic management activities<br />

• Facilitates integrated budget development and program control oversight functions with NESDIS<br />

AA and NOAA Chief Financial Officer<br />

• Develops all related and back-up material for the NOAA Budget Process<br />

• Oversees all capital planning (OMB 300) and other budgetary documents<br />

• Integrate Project-supplied budget inputs into the <strong>GOES</strong>-R budget preparation and conduct<br />

programmatic defense<br />

• Prepares coordinated <strong>GOES</strong>-R responses to external and internal NOAA information requests,<br />

and Congressional inquiries<br />

• Coordinates all <strong>GOES</strong>-R NOAA/NESDIS/Program level actions<br />

• Coordinates review of <strong>GOES</strong>-R, NOAA and external policy documents<br />

• Maintains the <strong>GOES</strong>-R <strong>MCP</strong>, auditing <strong>GOES</strong>-R internal office procedures<br />

• Facilitates the weekly Senior Management Team (SMT) meeting. This administration includes<br />

developing agendas, coordinating briefings and publishing meeting minutes<br />

• Coordinates the development of all program-level briefings prepared for NOAA/NESDIS senior<br />

management and customers<br />

• Implements and manages program-level logistics, communications, facilities support, human<br />

resource management and administrative support<br />

• Manages the financial control and funds execution in accordance with SPD direction<br />

• Matrixes personnel to the Projects and provide oversight of the EVM process.<br />

• Manages the Workforce planning and support agreements as directed by SPD<br />

• Track and reports contract performance in association with the Contracts Division<br />

• Performs administrative functions for the program office<br />

3.2.1.5.6 Contracts Division<br />

NOAA and NASA agree to form a collaborative <strong>GOES</strong>-R Program contracting partnership to ensure<br />

effective and efficient support for all <strong>GOES</strong>-R Program and Project contract actions. NASA and NOAA<br />

Contracting Officers will retain full agency authorities, respectively, and continue agency reporting<br />

responsibilities while operating in partnership with each other. Contracting Officers must have<br />

appropriate warrant authority as required by NOAA and NASA regulations, policies, and procedures.<br />

The partnership intends to collaborate by;<br />

• Sharing of contracting staff resources for NASA and NOAA contracts<br />

• Establishing action approval levels for Program review<br />

• Operating within current NASA/NOAA processes, policies, and procedures<br />

The <strong>GOES</strong>-R Contracts Division provides procurement authority and expertise required for planning and<br />

contracting <strong>GOES</strong>-R business-related matters while ensuring <strong>GOES</strong>-R compliance with the Federal<br />

Acquisition Regulation (FAR), local (DOC, NASA) acquisition regulations, as well as applicable DOC,<br />
