5.3.1 NOAA/NASA Administrators Meeting<br />
MOU section 6A1 identifies a requirement for the Administrators of NOAA and NASA to meet at least<br />
annually and on an as needed basis to assess the status and progress of the <strong>GOES</strong>-R program. The Office<br />
of the NOAA Administrator will prepare guidance for NESDIS and the program office to identify<br />
meeting time, place, and areas of interest.<br />
5.3.2 Commerce Department Level Reporting<br />
<strong>GOES</strong>-R will report to the Department of Commerce:<br />
• DOC Quarterly Review<br />
• Program Monthly Status Reports (provided to OMB)<br />
• Annual NOAA budget review<br />
A description of each method is summarized below.<br />
5.3.2.1 DOC Quarterly Review<br />
Quarterly, the SPD will brief the DOC Chief Financial Officer/Assistant Secretary for Administration<br />
(ASA/CFO) on the progress of the <strong>GOES</strong>-R program.<br />
5.3.2.2 Program Monthly Status Reports<br />
Each month <strong>GOES</strong>-R reports status to the Office of Management and Budget through NOAA and DOC.<br />
These reports follow the format provided by OMB.<br />
5.3.2.3 Annual NOAA Budget Review<br />
Annually, <strong>GOES</strong>-R participates in the annual NOAA budget review which is incorporated into the DOC<br />
budget submission.<br />
<strong>GOES</strong>-R will provide acquisition reviews as directed by the Department of Commerce.<br />
5.3.3 NOAA Level Reporting<br />
NESDIS AA provides a:<br />
• Weekly summary of <strong>GOES</strong> R program activities to the NOAA DUS<br />
• Monthly summary of <strong>GOES</strong> R program activities to the NOAA US<br />
• Weekly “items of interest” summary for discussion between DUS/US and ASA/CFO/Deputy<br />
Secretary DOC<br />
In addition, NOAA has two oversight councils that periodically review the <strong>GOES</strong>-R program:<br />
• Program Management Council (PMC)<br />
• NOAA Information Technology Review Board (NITRB)<br />
A description of each council is included below.<br />
5.3.3.1 Program Management Council (PMC)<br />
The NOAA Program Management Council, chaired by the DUS, is the program oversight body for the<br />
<strong>GOES</strong>-R program. Program/Acquisition oversight responsibilities include, but are not limited to:<br />
