process, including approving the readiness of individual system acquisitions to proceed for<br />
Secretarial review and action<br />
The SPD, Flight Project and Ground Segment Project Managers brief the PMC.<br />
5.3.3.2 NOAA IT Review Board (NITRB)<br />
The NOAA IT Review Board conducts a technical evaluation of IT budget submission proposals for<br />
programs within NOAA, in support of the annual budget process managed by the NOAA CFO. NITRB<br />
approval is required before submission to the CITRB for Delegation of Procurement Authority (DPA)<br />
5.3.4 NESDIS Reporting Requirements<br />
NESDIS DAAS reviews the status of <strong>GOES</strong> R each week with the SPD.<br />
NESDIS CFO has access to project and program financial data, including EVM for review and<br />
assessment. NESDIS CFO will provide regular audits of <strong>GOES</strong>-R financial health and review monthly<br />
financial data.<br />
Weekly Status reports from <strong>GOES</strong> R SPD are provided to NESDIS AA, DAA, and DAAS<br />
Each month, prior to PMC, the NESDIS AA and GSFC Deputy Director, Technical discuss NOAA<br />
program/project status and develop plans for mitigating any risks or issues identified.<br />
5.3.5 NASA Reporting Requirements<br />
The GSFC Deputy Director chairs the GSFC Center Management Council (CMC) to conduct Monthly<br />
Status Reviews (MSRs) to assess the status of each of the programs, projects and instruments assigned to<br />
the Center. <strong>GOES</strong>-R Program and Projects will report to the CMC. Reports include; preparing and<br />
presenting the MSR briefings, as well as highlighting significant items of progress, issues, risks, metrics,<br />
and trends. These briefings include identification and closure of open issues and options for resolving<br />
variances in baseline cost, schedule, and technical metrics. MSR process is described in GPR 1060.2C -<br />
Management Review and reporting of Programs and Projects.<br />
NOAA will have a seat on the CMC. Typically, DAAS and/or Director OSD attend.<br />
A Pre-MSR is prepared with the same material for presentation to the GSFC Flight Programs and Projects<br />
Directorate (Code 400). SPD/DSPD attends these pre-briefs. Associated material is presented in more<br />
detail to the GPO as part of the Monthly Program Review (noted above).<br />
Project Managers provide Weekly Status Reports to Flight Programs and Projects Directorate.<br />
5.3.6 <strong>GOES</strong>-R Series Program Office (GPO)<br />
The <strong>GOES</strong>-R Series Program Office (GPO) is responsible for technology and programmatic planning,<br />
systems engineering, pre-acquisition, acquisition development, Operations and Maintenance (O&M),<br />
decommissioning, and disposal of the <strong>GOES</strong>-R system. The GPO oversight functions include:<br />
